This is a Request for Information (RFI) and Sources Sought Notice to conduct market research and determine the interest and feasibility of small business set-asides. This RFI/Sources Sought notice is issued solely for information and planning purposes - it does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Export-Import Bank of the US (The Bank or EXIM Bank) is not, at this time, seeking proposals or quotes and will not accept unsolicited proposals or quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI/Sources Sought Notice; all costs associated with responding to this RFI/Sources Sought Notice will be solely at the interested vendor's expense. Not responding to this RFI/Sources Sought Notice does not preclude participation in any future solicitation, if any is issued. Any information submitted by respondents to this RFI/Sources Sought Notice is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. Introduction & Overview: The Export-Import Bank of the United States (EXIM Bank) Office of the CIO (OCIO) seeks Contractors to provide IT Infrastructure Engineering and Operations Support. EXIM's current Infrastructure Support contract is running on the last option year. In line with the end of the contract, EXIM is seeking a new Information Technology Infrastructure Engineering & Operations Support contract (IT IE&OS) that is performance-based, firm-fixed price (or hybrid with labor hour CLINs) and supports the business requirements and strategic mission objectives of EXIM. EXIM is issuing an RFI to seek industry input related to contractor-provided IT Infrastructure Engineering and Operations Support (IT IE&OS) by providing engineering, implementation, operations, administration, and maintenance services for a highly-reliable, Controlled Unclassified Information (CUI) IT infrastructure. The current infrastructure services cover Local Area Network (LAN) and Wide Area Network (WAN) support, Network Engineering and Operations, Systems Engineering and Operations, Help Desk and Desktop Support, Voice Services (including support for Voice Over IP phones, PDA's such as the iPhone and iPADs, and Cisco desk and softphones), Mobile Device Management (MDM), Video Teleconferencing (VTC) support, and Operational Security of the environment. Support for copiers and faxes is not included but multifunctional devices and printers are supported. The Bank anticipates awarding a contract for the aforementioned services to one contractor as a result of any potential solicitation. Please see the attached draft Performance Work Statement (PWS) document detailing the scope and requirements for this future contract as well as background of the systems and technologies used at EXIM Bank. Attachments: S01 EXIM IT Infrastructure Engineering and Operations Support Draft PWS.docx Specific Response Instructions: Please submit your RFI/Sources Sought response to the Contracting Officer, Justin Fraser at Justin.Fraser@exim.gov in accordance with the following instructions: 1. No more than 15 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2. Address the content in the attached PWS and the subsequent "Information Requested from Industry" section; 3. Submit your response via email to Justin.Fraser@exim.gov with subject line "Response to RFI/Sources Sought Notice EXIM-18-S-0001; 4. Submit your response by 12:00 P.M. Eastern Time on November 30, 2017; 5. Mark your response as "Proprietary Information" if the information is considered business sensitive; 6. No marketing or promotional materials are allowed as part of this RFI/Sources Sought Notice; 7. The Government will not review any pages that are in excess of the 15 page limitation. Information Requested from Industry: In response to the RFI/Sources Sought Notice, interested contractors shall submit the following information: 1. Company Information/Socioeconomic Status a) Provide the company's socioeconomic size/status, DUNs number, CAGE code, and the POC information (name, email address, telephone, and fax numbers). b) The Bank has identified potential North American Industry Classification System (NAICS) codes of 541511: "Custom Computer Programming Services", which has a size standard of $27.5 million. Please identify and explain any other NAICS code your company believes would better represent the predominate work included in the attached requirements document. c) Indicate whether your company has any government-wide contracting vehicles such as Federal Supply Schedules (i.e. GSA Advantage!), GWACs (i.e. NASA SEWP or NITAAC) or anything else (i.e. BPAs, ID/IQs, etc.). Provide the contracting vehicle's award number for each response. 2. Background/Past Experience Provide the following information on a maximum of three projects similar in terms of size, scope and complexity to the systems at EXIM Bank as detailed in the PWS that your company has experience with as either a prime contractor or subcontractor within the last three years: a) Project title b) Project dollar value c) Project contract type (FFP, T&M, CR) d) Client's company or agency name e) Client's POC name (project's COR if a government project) f) Client's POC address g) Client's POC telephone number h) Client's POC email address i) A description of the project, including difficulties and successes j) A description of your company's role in the project, including difficulties and successes k) A description of how this project is related to the efforts we're looking for as presented in the attached requirements document. 3. Capabilities/Qualifications - Overview of proposed solution(s). Include a description of the capabilities/qualifications/skills your company possesses for each of the below statements: a) Assessment of capabilities to perform requirements noted in the RFI/Sources Sought Notice in the attached PWS. b) A brief synopsis of the approach your firm would take to perform the work specified in the attached PWS. c) A brief overview of IT-related areas that your firm specializes and what your firm specifically brings to the table that is unique and would add value to this requirement. 4. Questions to Vendor Community EXIM Bank is seeking industry's input and advice in order to improve the quality of this draft PWS and the overall solicitation process. When referencing past work and technical capabilities, you may reference the information you provided in Sections 2 Background/Past Experience and 3 Capabilities/Qualifications. Provide your input to the following questions that will allow EXIM Bank to enhance its procurement effort for this requirement: a) What labor categories and level of effort would you recommend to complete each of the tasks? Please include a brief description of each labor category. Is there any additional information needed that would assist in determining the labor categories?If yes, please describe. How will you maintain a high level of performance given a limited budget environment for this project? b) What percentage of the work would you anticipate subcontracting? Please provide details regarding potential joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements. Briefly explain how you would manage subcontractors and hold them accountable as well as any benefits the subcontractors would bring? c) What task(s) do you anticipate being the biggest challenge and why? What will you do to mitigate performance, schedule and other risks associated with these tasks? Are there any innovative approaches for these tasks that the Government should consider? What can the Government do to better inform or prepare contractors for preparing a response related to these tasks? d) How did you manage "scope creep" in an on-going operations, multiple contemporaneous audits and infrastructure special projects related to Task 6 of the PWS without impacting deliverables and on-going support, please provide example of projects and tasks explaining how "scoop creep" was managed? e) Please provide an explanation of the problem reporting and resolution process that describes your support plan, including tiers, service levels, call escalation, the person(s) authorized to close problem reports? Explain why you believe this is the best approach for this type of service. f) Infrastructure systems are integrated and interconnected with several applications, services and systems affecting many stakeholders. How do you keep all stakeholders apprised of systems modifications that may impact their interaction with other systems and services? g) Relying upon your Firm's service delivery and support experience, provide examples of how your team can work collaboratively within a multiple team dynamic which may consist of other contractor and/or Government personnel to deliver a successful project? h) Explain how your firm does knowledge transfer? Describe your transition plan (both into the contract and out of it), strategy and timeline. Provide examples of projects your firm worked upon, where knowledge transfers from the incumbent took place and whether your firm was the incumbent or new contractor? What is your firm's strategy for continuity of services and staff retention? i) Describe how you will keep your employees and subcontractors up-to-date with certifications and training in their respective fields so that their technological acumen is consistent with up-to-date industry standards? j) Explain your management approach in terms of gathering requirements from business users and explaining those requirements to technical users? Explain your approach to ensuring that technical documentation is clear, concise and can be comprehended by any business user? 5. Teaming Arrangements Description of Teaming Partners, Subcontractors or Joint Ventures that your company would consider to perform the work. 6. Price information Provide your commercial price history and rough order of magnitude for the same or similar products/solutions as well as your anticipated level of effort in terms of staffing for accomplishing the work outlined in this requirements document. 7. Other Market Information Provide any other relative information. Please limit this information to the 15 page limit.
