PWS SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for the Marine Corps Center for Lessons Learned, Marine Corps Warfighting Laboratory CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region (MCINCR) Regional Contracting Office (RCO) 2010 Henderson Road Quantico, VA 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Marine Corps Center for Lessons Learned, a division of the Marine Corps Warfighting Laboratory is seeking information for potential sources for contractor support services to perform analytical and liaison services in support of Marine Forces (MARFORS), Marine Expeditionary Forces (MEFs), and major subordinate commands (MSCs), Headquarters Marine Corps (HQMC) Programs Policies and Operations (PP&O), and Marine Air Ground Task Force Training Command (MAGTFTC). IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-15-C-1028 Contract Type: FFP Incumbent and their size: Professional Solutions Associates, LLC Method of previous acquisition: Small business set aside REQUIRED CAPABILITIES: (**Please see attached PWS for further reference) The Marine Corps Center for Lessons Learned requires project management, administrative, analytical and liaison support to the Marine Corps Center for Lessons Learned in support of (MARFOR), (MEF), and major subordinate commands (MSC), Headquarters Marine Corps (HQMC) Programs, Policies, and Operations (PP&O); HQMC Combat Development and Integration (CD&I), and Marine Air Ground Task Force Training Command (MAGTF TC). The contractor shall support MCCLL in executing its mission by performing the range of tasks noted below: +Lessons Learned System Support +Lessons Learned Collection and Analysis Support +Exercise and Operations Support TIMEFRAME: 12 month base period and four 12 month option periods: 2018/05/30-2019/05/29 (Base) 2019/05/30-20200529 (Option 1) 2020/05/30-2021/05/29 (Option 2) 2021/05/30-2022/05/29 (Option 3) 2022/05/30-2023/05/29 (Option 4) PLACE OF PERFORMANCE: A majority of work will be performed at the Major Commands (Marine Expeditionary Forces, Marine Divisions, Marine Aviation Wings, Marine Logistics Groups) listed below. Occasionally, overseas works may be performed aboard United States coalition vessel, military or government installations, and/or commercial meetings: 1. III Marine Expeditionary Force/1st Marine Aviation Wing, Okinawa Japan 10. 3d Marine Division, Okinawa Japan 11. 1st Marine Aviation Wing, Okinawa Japan 12. 3d Marine Logistics Group, Okinawa Japan 13. Marine Forces Pacific, Hawaii 14. Marine Forces Reserve/4th Marine Aviation Wing, New Orleans, LA 15. 4th Marine Division/4th Marine Logistics Group, New Orleans, LA 16. HQMC Plans Policy and Operations, Arlington VA SPECIAL REQUIREMENTS: Must have Top Secret clearance. Must be ISO 9001 certified. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 (Administrative Management and General Management Consulting Services), with the corresponding size standard of $15 million. This Sources Sought Synopsis is requesting responses on an unrestricted basis (full and open competition) that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
