- This is a Request for Proposals for construction to rehabilitate the Barnes Point Water System at the Lake Crescent area of the park. Specific tasks include replacing the hydropneumatic tank and existing piping inside the water treatment building with a pipe loop and new piping; installing a meter box and sampling tap at the fire well, and changing the fire well pump control system to be regulated by distribution system pressure. The water treatment building repairs include repairing exterior siding, painting, replacing laboratory floor tiles, replacing window, plumbing, and replacing the lighting fixture. This project is being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 221310, Water Supply and Irrigation Systems, with an associated small business size standard of $27.5 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is between $500,000 and $1,000,000. This magnitude is not the Government's estimate. The Government anticipates awarding this project less than $700,000. Performance and Payment Bonds will be required after award. PRE-PROPOSAL SITE VISIT. An organized pre-proposal site visit is scheduled to occur on November 30, 2017 at 11am (Pacific Time), located at the Barnes Point Maintenance Building, Lake Crescent area of Olympic National Park off of US Highway 101, approximately 20 miles west of Port Angeles, WA. There is no physical address. Turn off of Highway 101 onto Lake Crescent Road, then turn left to stay on Lake Crescent Road. Turn right onto Barnes Point Road. Park at the Barnes Point Maintenance Building. The Olympic National Park brochure map is available at https://www.nps.gov/olym/planyourvisit/maps.htm. You can also search "Barnes Point Road, Port Angeles, WA" at a map website or using a map app. There will be a brief project introduction and then a walk-thru of the Barnes Point Water Treatment Building, which is a short walk away from the Barnes Point Maintenance Building. Please be prepared for rain or other inclement weather. Plan one to two hours for the complete site visit/walk-thru and Q&A. Refer to Section J of Attachment no. 3 for the complete list of attachments that includes the price schedule and all other terms, provisions, and clauses, as well as Dept. of Labor construction wage rates, Specifications, Drawings, Lead Asbestos Survey Report, etc. PROJECT PERIOD OF PERFORMANCE. The Contractor shall be required to commence work under this contract within 3 calendar days after the date the Contractor receives the Notice to Proceed and complete the entire work ready for use not later than 90 calendar days (starting in January and finishing in March 2018). The window for water service disruption is January 2018 (refer to Specifications Section 01 11 00, Summary of Work, Sub-section I.3.B for full details of what the contractor shall provide during the service disruption period). NOTE: The Government anticipates making an award decision the last week of December 2017. Because this project has a tight timeframe to begin in January 2018, immediately upon receiving the Notice of Award, the Contractor shall obtain the performance and payment bonds as expeditiously as possible, as well as submit the required Accident Prevention Plan. Scheduling the Pre-Construction meeting will be fast-tracked upon receipt of bonds and the Accident Prevention Plan, so that work can begin as soon as possible in January 2018.
