- This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) is soliciting information from qualified Small Business sources, the results of this announcement will be evaluated to determine if at least two VOSB sources are capable of performing the proposed work. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) seeks responses from Small Business Vendors that possess the capability and experience required to database support for the VA s PICIS database. The following general description outlines contractor requirements. Summary of Testing Services 1. OVERVIEW Contractor shall provide testing and certification of Laboratory and Pharmacy exhaust hoods, biological safety cabinets, and clean benches located at VA facilities in Martinez, Oakland, Mather, and Redding, CA. No maintenance or repairs shall be performed under the resulting contract. 2. PHARMACY EQUIPMENT TESTING Contractor shall test and certify pharmacy equipment on a semi-annual basis. Testing shall include testing of biological safety cabinets, clean benches, airborne viable and non-viable particle counts, surface viable sampling, room pressurization checks, and air exchange rates. Contractor shall test exhaust hoods and biological safety cabinets associated with laboratory operations on an annual basis. 4. TESTING REQUIREMENTS Pharmacy equipment shall be tested in accordance with USP 797 standards. Laboratory exhaust hoods shall be tested in accordance with OSHA standards and the College of American Pathologists. Biological safety cabinets and clean benches shall be tested in accordance with OSHA, National Sanitation Foundation, the College of American Pathologists and manufacturer s standards and recommendations. 5. DELIVERABLES / REPORTS A single comprehensive report for equipment that is tested to USP 797 standards (pharmacy equipment) shall be provided. A report for each laboratory exhaust hood shall contain information with sufficient detail to determine the exact location and identity of the hood. A report for each Biological Safety Cabinet (BSC) tested shall be submitted that includes information sufficient to determine the exact location of the BSC, inflow velocity results, supply velocity results, lighting measurement results, HEPA leak test results for the supply and exhaust, and the assessment of any applicable airflow or sash alarms. Annual testing has to be completed at least 3 DAYS prior to the due date of the annual testing. 6. CONTRACTOR QUALIFICATIONS / TECHNICAL CAPABILITIES In order to be considered for the award, the offeror must demonstrate the ability to provide adequate and qualified staff, provide copies of the certifications and licenses held by the contractor performing the work and list equipment utilized to satisfy the requirements listed below. Additionally, contractor must provide the name of any subcontractor(s) that will be utilized during the performance of this contract along with a detailed description of work to be performed by subcontractors. If no tasks are to be subcontracted, provide a statement to that effect. a. Certifications / licenses must include ISO 9001, National Environmental Balancing Bureau, and California State Contractors License. b. The contractor shall have technicians certified to at least NSF 49. 7. TESTING DESCRIPTION AND LOCATIONS Description Viable Surface Testing of (BSC) Biological Safety Cabinets (Type A1, A2, A3) Particle Counting / Viable Air Testing of (BSC) Biological Safety Cabinets (Type A1, A2, A3) Particle Counting / Non - Viable Air Testing of (BSC) Biological Safety Cabinets (Type A1, A2, A3) Testing of Clean Benches Testing of Chemical Fume Hood Calibration of Alarm Particle Counting of Clean Bench Particle Counting of Pharmacy Clean Rooms (Viable Air) Particle Counting of Pharmacy Clean Rooms (Non- Viable Air) Viable Air Sampling and Surface Sampling Room Pressures Room Exchange Rate Locations Martinez (MTZ) OPC and CLC, 150 Muir Road, Martinez, CA 94553 Oakland (OAK) OPC, 2221 Martin Luther King Jr. Way, Oakland, CA 94612 Sacramento Medical Center (SMC), 10535 Hospital Way, Mather, CA 95655 Redding (Redd) OPC, 351 Hartnell Avenue, Redding, CA 96002 ----End of Summary of Services---- Respondents shall provide detailed information as to how they are qualified to perform this work. In addition, respondents are requested to submit the following information: (1) Name of Organization, (2) Address + Zip Code, (3) Telephone number, (4) current GSA contract number, (5) Business status: (DVOSB or VOSB only) (6) Point(s) of contact, (7) e-mail address, (8) DUNS number, (9) number of years experience in providing this service, (10) current and/or past performance references that identify the contract/order number, customer, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number. Interested vendors shall notify the Contracting Officer of pending changes in business status. Respondents will not be notified of the results. Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted. Responses to this Sources Sought Notice shall be e-mailed to the Contracting Officer, Jason Hill, at Jason.hill@va.gov. Responses must be received no later than 2:00 PM PST on November 22, 2017. Failure to submit all information requested will result in a contractor not being considered as an interested business.
