- THIS IS A SPECIAL NOTICE OF THE NETWORK CONTRACTING OFFICE 17 (NCO17) -CENTRAL TEXAS INTENT TO SOLE SOURCE. IAW FAR Part 6.302-1, the Government anticipates entering a sole source procurement and negotiations with Schneider Electric Dallas Branch, Carrolton, TX. This procurement will provide a needed maintenance contract to maintain the existing Schneider Electric I-Net7 Building Automation/ Management System to ensure efficient safe operation of the building environments in support of patient care. A complete upgrade and modernization of the overall system is anticipated in the very near future. Contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain, repair and/or replace components as required for the Building Automation/Energy Management System in a manner that will ensure continuous and safe operation. The current system is a Schneider Electric I-Net 7 at Central Texas Veterans Health Administration (CTXVHA) Waco, 4800 Memorial Drive Waco, TX 76711. This requirement will mainly focus on preventive maintenance and necessary repair of HVAC components. Contractor shall provide qualified technicians to support and maintain the current Schneider Electric I-Net 7 programming. Contractor shall provide all supervisory controllers/automation servers needed for this requirement. Contractor will provide VA with all current software, software documentation updates and security patches to the software as they become available. Include onsite and a one-time classroom training to familiarize staff with the new features of all updates and upgrades to software applications and their associated benefits. The contractor will be responsible for installing security patches for the system s software on a periodic and regular basis as they become available and as required. At a minimum, the contractor will review status of security patches on a quarterly basis to ensure Central Texas is complaint with this mandatory information security requirement. The NAICS Code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors with a Small Business Size Standard of $15.0M. This Notice of Intent is not a request for competitive quotations; however, all expressions of interest received within five (5) days of the issuance of this notice will be considered by the government. Interested contractors may identify their capability to provide the services prescribed within this notice, and should provide sufficient data for the government to determine them as a comparable alternative to the intended source. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
