- N00164-18-S-NB22 - REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - EXTRUDABLE PASTE EXPLOSIVES - FSC 1375 - NAICS 325920 Issue Date: 17 NOV 2017 - Closing Date: 18 DEC 2017 - 2:00 PM Eastern The Navy intends to solicit and negotiate this contract on a full and open competition IAW FAR 6.1. Delivery is required FOB Destination. The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to technologies available to support Extrudable Paste Explosives. Request for Information (RFI) is sought for Extrudable Paste Explosives systems which may provide the following characteristics. 1) A detonation velocity of 7,900 m/s or greater. 2) Viscosity shall be 16kP to 29kP at ambient temperature. 3) Critical diameter no greater than 0.071 inches. 4) Cap sensitive using a M6, M7, or equivalent detonator. 5) Capable of adhering to a variety of dry, wet, or soiled substrates (wood, metal, glass, etc.) 6) Explosive Paste shall remain flowable/workable after being applied or when opened in its original container. 7) The use of Navy qualified energetics is preferred. 8) Meets basic safety requirements as outlined in MIL-STD-2105 (preferred). 9) Shelf life shall be a minimum of 5 years when appropriately stored and kept in its original un-opened packaging. This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation. A draft performance specification is attached for review and comment. NSWC Crane is interested in receiving feedback from industry on the draft performance specification. All interested parties are strongly encouraged to submit a White Paper with the information listed, but not limited to, below: White Paper • Questions/Concerns about the nine (9) characteristics above - no page limit • Capability of design as it relates to the nine (9) characteristics above - 15 page limit Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 2:00 p.m. on 18 December 2017. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
