Page 1 of 6 Page 1 of 6 Description: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for all Socio-economic groups. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Responses from other than the above mentioned groups will not be considered. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, Tampa, FL Team, is conducting market research to identify potential sources with the intention to award a Service Contract, which has a requirement to provide low and medium voltage cryogenic photon absorption spectroscopic analysis for electrical equipment, circuits and panels as stated in the Statement of Work (SOW) for the James A, Haley VA Hospital located in Tampa, FL. Responses to this notice should include company name, address, point of contact, phone number, and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS).    The contract is for a 12-month base year to include four (4) options years from the date of contract award. NAICS Code is 541380. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than, 1500/03:00PM Eastern Standard Time (EST) on November 27, 2017. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regards to this requirement, as they are not authorized to discuss this matters related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for quote/proposal therefore will not be considered for a contract award.     If a solicitation is issued, information will be posted on the FedBizOpps (FBO) website for all qualified interested parties at a later date, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any service. The government will not pay for any information or administrative cost incurred in response to this Request for Information. Information will only be accepted in writing by e-mail to Contracting Officer at serena.jordan@va.gov. Page 1 of 6 Page 6 of 6 STATEMENT OF WORK FOR Cryogenic Photon Absorption Spectroscopic Analysis & Reports For All Electrical Circuits & Equipment SCOPE: All electrical circuits and equipment require inspection to detect any anomaly that could result in interruption to hospital services, or adversely affect patient care. Using InGaAs liquid nitrogen cooled photon absorption spectrometer allows analysis of the electrical circuits and equipment without any interruption to hospital services, and has no adverse affect on patient care. The InGaAs liquid nitrogen cooled photon absorption spectrometer allows analysis of the electrical circuits and equipment without removal of any panel covers. This allows inspection of the circuits and equipment without exposing patients, staff, visitors or contractors to live energized conductors or parts. Cryogenic Photon Absorption Spectroscopic Analysis will detect any electrical anomaly in its earliest stage, allowing repairs to be made with minimal or no adverse affects to hospital services or patient care. The contractor shall furnish all labor, transportation, materials and a Cryogenic Photon Absorption Spectrometer instrument necessary to perform the Cryogenic Photon Absorption Spectrographic Analysis for all electrical circuits located at the James A. Haley Veterans Hospital (JAHVH), 13000 Bruce B. Downs Blvd., Tampa Florida in accordance with the paragraphs below. QUALIFICATIONS OF INSPECTION PERSONNEL The contractor shall provide an experienced qualified inspector with a minimum of 5 years Cryogenic Photon Absorption Spectrographic Analysis experience using InGaAs liquid nitrogen cooled Photon Absorption Spectrometer. The inspector will be a journeyman electrician with at least 5 years field experience in electrical / mechanical maintenance and repairs of both medium voltage, and low voltage (13.2 KV 60V) circuits and equipment like those used at the James A. Haley Veterans Hospital. The inspector must be proficient in all NFPA (National Fire Protection Association), JACHO (Joint Accreditation Commission), OSHA (Occupational Safety and Health Association), and HIPPA, UL (Underwriters Laboratories) and VA codes and policies associated with the James A. Haley VA Hospital. SERVICE TO BE PROVIDED Cryogenic Photon Absorption Spectroscopic Analysis and Reports for all electrical circuits and equipment at James A. Haley VA Hospital as listed in attachments A and B. Compile a report of findings of all anomalies consisting of two still photographs of each anomaly, one visual color photo and one spectrograph showing isotherm of anomaly. A brief outline of each anomaly containing the actual fault temperature of the anomaly, location of the anomaly, likely cause of the anomaly and suggested repairs for the anomaly. This report shall be compiled by the journeyman performing the analysis. The contractor will be responsible for creating and maintaining a monthly analysis schedule per electrical equipment manufacturers specifications. The contractor will be responsible for maintaining the VA equipment inventory list, adding, deleting and verifying equipment on an ongoing basis. SCHEDULE OF WORK The Analysis will be performed during normal VA working hours when permitted by the hospital. Work will be required outside normal working hours for hospital and patient reasons. When the James A. Haley VA Hospital deems necessary, work may be delayed, canceled or rescheduled for any time 24/7 The contractor must be available for emergency work with in an 8 Hour notice. The contractor / Inspector shall respond by telephone within 1 hour of original call. SPECIAL INSTRUCTIONS Contractor Check In: The contractor will report to Electrical Shop Supervisor prior to performance of any work. Documentation: At the conclusion of the Analysis and or visit, the contractor shall provide the report to Electrical Shop Supervisor within 5 business days, per the service to be provided line item #2. Analysis of Equipment: Prior to opening of any (13.2) KV equipment, the inspector shall make sure that the Power Plant Operator is notified of the work being done and switching orders completed and approved. Smoking: Smoking within the Healthcare System Facilities is not permitted and is only permitted at designated areas. Before removal of any panel cover resulting in the exposure of LIVE PARTS, a hot permit must be applied for and granted by the James A. Haley VA Hospital. The James A Haley VA Hospital will only direct the contractor to the equipment to be inspected; all other assistance will be provided by the contractor. The contractor will provide training to the James A. Haley VA Hospital personnel for changes in the electric code, equipment manufacturer s updates and any specialized training necessary to maintain the circuits and equipment at James A. Haley VA Hospital.
