- This is a Sources Sought Notice and is intended for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA-Energy). For reference purposes, this FBO notice is numbered SPE600-18-R-5X06. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. DLA Energy, Overseas Storage and Services Division, Bulk Petroleum Business Unit-FESBA seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide Contractor-Owned Contractor-Operated (COCO) fuel/storage services at Schofield Barracks, Hawaii. Suppliers should be able to provide the services of procuring, receipt, storage and handling and issue of DLA Energy Fuel Products. This includes services for the operation, maintenance, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection to provide retail/bulk fuel services security, and safety of Government aviation and ground fuel facilities at Schofield Barracks Hawaii. The Contractor is also required to provide the following: A Bulk Storage/Retail Fuel Facility that's equipped with the following capabilities: thirteen (13) Dual/Single Hose Dispensers for issue of Unleaded, JP-8/F-24 and Diesel fuels; one (1) Bulk Loading Rack with Canopy, and three (3) bottom loading points. The Contractor provides the capability to store 40,000 gallons of bulk JP-8/F-24 in two (2) (Double Wall Fiber Glass ASTs), 20,000 gallons of Unleaded Gas in one (1) AST, and 20,000 gallons of Diesel in one (1) AST. The facility shall have the capability to provide top and bottom loading capability for all products. The facility shall be equipped with a full canopy over all dispensers, with interior light-emitting diode (LED) lighting, 250gal Oil Water Separator (OWS) tank, emergency shutoff switches, eyewash stations, and alternative power generation for support during power outages. The facility shall be designed with a leak detection system, high level alarms, and automatic tank gauging (ATG) system. The facility must be equipped with an administration trailer to carry out daily operational activities. This facility shall provide ground fuel support to various units on and off Schofield Barracks, to include Wheeler Army Airfield (WAAF) and Fort Shafter. The Government will award one firm fixed price contract for a four (4) year base period with three (3) one-year option periods and a six-month extension. The period of performance is estimated to begin on February 01, 2019. The contract will be subject to FAR 52.222-41, Service Contract Labor Standards. The proposed solicitation is being considered as a Total Small Business set-aside under the small business set-aside program. The North American Industry Classification System (NAICS) Code is 493190 (Other Warehousing and Storage) with a size standard of $27.5 million dollars. In responding to this notice please provide the following: •1. A company profile to include number of employees, office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the System for Award Management (SAM) is required for DLA Energy contractors. •2. Capability of providing qualified and experienced personnel, with appropriate clearances, if required.   •3. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contracts for similar fuels management requirements? If so, please provide the following: Contract Number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to COCO fuels management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Please address any past performance problems, and resolutions taken. •4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform. •5. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year contract at one or more locations, in the event there are delays with the payment process? •6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials? Responses are limited to not more than 15 pages. The Government will not pay for any information received in response to this notice or any subsequent announcement related to this notice. All responses to this Sources Sought Notice are to be submitted by 1500 hours Local Time Ft. Belvoir, VA on December 01, 2017. Response(s) shall be submitted via email to be considered.
