- RFI Response document RFI PWS document The 409th CSB, Theater Contracting Center, located in Kaiserslautern, Germany is seeking information from interested parties to provide professional, technical, and program management support services pertaining to environmental management. This Request for Information (RFI) is focused on ensuring the Government environmental management program meets German Final Governing Standards (FGS), U.S. Army Regulation (AR) 200-1 "Environmental Protection and Enhancement" and U.S. Army in Europe Regulation (AER) 200-1, "Environmental Quality", and other applicable DoD/Army regulations, guidance and policies as well as Host Nation laws/regulations and procedures. The attachment to this RFI, Advisory Services Planning and Project Review_RFI Document, provides all of the information in reference to the service being requested. ALL businesses are encouraged to respond. The anticipated NAICS Code for this procurement is 924110, Administration of Air and Water Resource and Solid Waste Management Programs. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of business sources prior to determining the method of acquisition and issuance of award. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Government will not provide payment for any information received in response to the RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. It is requested that interested firms submit to the Contracting Office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions. Using the attached document titled, RFI Response, those interested shall address, at a minimum, the following: (1) Company Profile to include: a. Number of employees, b. Office location(s), c. DUNS number, d. CAGE Code, and (2) The solution(s) proposed including, milestones and any relevant literature (Limit: ten (10) pages); (3) A brief summary of previous work similar in scope to this requirement; (4) An estimate for service being requested; (5) Estimated time frame needed between a contract award and start of full performance; (6) Any suggestions or comments to include: a. NAICS code selection, b. contract type, or c. scope/requirement issues. Receipt of RFI will not be acknowledged and RFI responses will not be returned. RFI responses shall be submitted via e-mail to the Primary Point of Contact identified at the end of this announcement. RESPONSES ARE DUE by 16 December 2017, at 1500, Central European Time (CET)/ 0900, Eastern Standard Time (EST).
