Source Sought Notice Project Title: Puerto Rico Power Restoration – Final Phase Project Location: Puerto Rico, USA Project NAICS Code: 237130 Short Project Description: On 28 September 2017 FEMA issued a Mission Assignment to the US Army Corps of Engineers (USACE) to lead the planning, coordination and integration efforts to execute electrical power grid restoration in Puerto Rico due to impacts caused by Hurricane Maria. The requirement was to develop and execute applicable temporary repairs to the power transmission and distribution system damage as directed by FEMA to allow for electrical grid restoration. The system has multiple voltages on the grid, including 230kV, 115kV and 38kV transmission voltages and 13.2kV, 8.32kV, and 4.160kV on the distribution side. Type of Action: Construction Estimated Advertisement Date: Mid December 2017 Estimated Award: Late December 2017 Estimated Performance Period: ~75 Days Criteria: Scope: Projects considered similar in scope to this project include projects that required work to be performed on the island of Puerto Rico (or similar physical environment) that included helicopter work performing transmission and distribution (multiple voltages on the grid, including 230kV, 115kV and 38kV transmission voltages and 13.2kV, 8.32kV, and 4.160kV) on various structure types (e.g. steel lattice, guyed lattice, steel pole, concrete pole and wood pole) in hazardous mountain terrain and swampland areas requiring clearing and grubbing to reach “zero access” areas (fly in or land access via unmaintained/impassable roads, etc.). Size: Projects considered similar in size to this project include 2,000 miles of transmission and distribution as defined above valued at least $200 million. Base on the definitions above, for each project submitted, include: Basic description of the scope of the project. Rough order of magnitude of the project. The type and percentage of the contract cost, excluding cost of materials, that was self-performed trade(s). Identify the number and type of subcontractors performing the major facets of the work of each project. Current percentage of construction complete and the date when it was or will be completed. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits. Indicate whether the project(s) required life support (personnel housing) on site. For each project submitted, indicate the amount of time required to fully mobilize (equipment, personnel, life support, etc.) to the site.
