- THIS IS A Sources Sought Notice ONLY. The Department of Veterans Affairs (VA) Office of Information & Technology VA has a potential requirement for Virtualization Engineer Support Services. This notice is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 541512 Computer Systems Design Services and size standard $227.5M. If interested and capable of providing the services described below, please provide a brief capabilities statement, to include: Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, and a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) under the NAICS code provided above. Your response should also include if you currently have an existing Government contract vehicle (e.g., GSA Schedule, NASA SEWP, etc) for which these services are within scope. A brief synopsis of the required products is provided below: BACKGROUND The HSR&D/RR&D Center of Innovation on Disability and Rehabilitation Research (CINDRR) at the James A. Haley Veterans Administration Hospital (JAHVH) in Tampa, Florida requires continuing technical support of the CINDRRVI (CINDRR Virtual Infrastructure) which provides advanced technologies to securely host a virtual environment in support of research initiatives. This gives researchers the ability to access research data along with the tools for reporting and analysis in a secure, virtual working environment. Resources available in the CINDRRVI include: Computing Infrastructure Shared Research Environment Secure and controlled access to data Tools for analysis and publication Remote access availability Database functionality CINDRRVI is a VMware Server driver model and virtualization components. The virtualized environment allows cluster shared volume support and expanded processor and memory support for host systems. These hosts are to share storage resources providing failover, disaster recovery, as well as high performance to insure optimal operability for the CINDRRVI resources. CINDRRVI is designed to handle more than 100 concurrent users with more than 40 users at any given time. The CINDRRVI is located at the VISN 8 Data Center which is collocated at the Orlando VAMC Lakemont Campus at 2500 S. Lakemont Dr, Orlando FL 32814. All hardware components and VMware Infrastructure Architecture layer are supported and maintained by VA OI&T Enterprise Service Line (ESL). SCOPE OF WORK The Contractor shall provide day-to-day operation and support of secure-client connectivity to the CINDRRVI, a virtual data center composed of eight virtual servers in a Windows environment. The current CINDRRVI configuration consists of a Microsoft (MS) file server, a Statistical Analysis System (SAS) terminal server, a MS Internet Information Services (IIS) web server, a MS Structured Query Language (SQL) database server and four MS application servers. Three of these servers are also configured for remote access via the Veteran Health Administration (VHA) Citrix Access Gateway (CAG). The MS SQL database server houses the VHA Traumatic Brain Injury (TBI) Model Systems, the VHA TBI Registry, and the CINDRR Grants and Accounts Management System GAAMS databases all of which contain de-identified sensitive data. Additional databases may be added as needed within CINDRR research scope. The Contractor shall perform CINDRRVI system administration, MS Windows network administration, MS Windows SQL database administration and VMWare environment system troubleshooting. The Contractor does not install new physical servers nor create virtual servers. SYSTEMS ADMINISTRATION / NETWORK SUPPORT The Contractor shall provide CINDRRVI system administration and network support. The Government estimates requiring approximately two total system administration support actions monthly and requiring approximately 20 total network support actions monthly. The Contractor shall: Provide application support to include the installation and configuration of applications required by CINDRR in completion of research projects scope. Ensure all installed software meets One VA TRM approval either through pre-approval or through approval with constraints. Install and update OI&T approved end-user software applications for VA staff using VA-provided/licensed tools such as MS System Center Configuration Manager (SCCM) as available. Apply OI&T approved software patches/fixes and security updates for all virtual servers Provide technical support with testing of approved software applications for alignment with user and CRISP requirements, and provide results and recommendations to VA as needed per VA request or mandate in variable timeframes Coordinate with VA OI&T ESL and perform system backups to VA provided backup facilities including Storage Area Network (SAN) and tape monthly Install key Field Program Office (OI&T and OI&T Service Delivery and Engineering (SDE)) mandated or required patches on all virtual servers in production environment Coordinate with VA OI&T ESL and manage the hardware, operating systems, and network infrastructure that support the virtual servers within the CINDRRVI. Coordinate with VA OI&T ESL and apply Operating System (OS) patches and upgrades on a regular basis, upgrade administrative tools and utilities and configure / add new services as necessary. Ensure that the CINDRRVI is managed and operated within the VA 6500 Information Security Handbook. Perform and provide technical support troubleshooting and environment issue remediation related to the CINDRRVI both by directly resolving issues and coordinating with other support groups as needed to reach resolution. Provide technical support to include the submission of firewall and elevated access requests related to the CINDRRVI. Provide technical support on OI&T test Backup/Disaster Recovery planning upon CRISP schedule, install and test relevant software, and implement OI&T / VA-approved changes Assess software and hardware alignment with CRISP requirements with each introduction of new software, hardware, or change in CRISP requirements Provide responses to OI&T, on request, for weekly and monthly Data Calls. Data Calls is a term used within OI&T that calls for a specified action to be performed, generally, in a timely manner Monitor and log delivery cycle schedules as required by OI&T for all Data Call mandated, time variable software updates (server, firmware and applications) within Windows OS systems Stay current with ongoing CRISP requirements and ensure client/server alignment Provide responses, with CINDRRVI Project Manager concurrence, upon VA request to OI&T CRISP, Physical Inventory functions and approved Software Updates via Data Calls and Action Items Monitor VA OI&T ESL s VMWare support actions Provide on-call maintenance support for off-hours as needed to patch and maintain software and to resolve critical issues. A critical issue is when three or more virtual servers are offline at a time. The Contractor shall respond to critical issues within four hours and non-critical issues within two business days. The Contractor shall provide problem resolution support when critical and non-critical issues occur, which can occur during off-hours, and on weekends and holidays. Historically, critical issues have occurred four times annually and are included in the 24 system administration support and 240 network support action s annual totals. MS WINDOWS SQL DATABASE ADMINISTRATION The Contractor shall perform technical and administrative services necessary to maintain a working SQL database and web interface application to include troubleshooting and fix, daily backups, user login and password creation. The Contractor shall provide the following database administration services: Provide technical support to enable database use, approximately four times per month, to the VHA TBI Model Systems, the VHA TBI Registry, and CINDRR GAAMS databases Provide database maintenance of SQL databases. Database maintenance activities shall include adding new user accounts, removing old user accounts, and validating database functionality on a bi-weekly basis. Inquiries shall come directly from the CINDRRVI Project Manager and are estimated at approximately 48 inquiries per year. Schedule and conduct weekly database backups. Ensure that the database recovers from errors such as data entry errors, hardware or software failures, and virus or bug problems. Proactively monitor the database environment for continual availability, performance, and security Perform general management of devices and databases, administering security and monitoring servers Process ad-hoc data requests approximately four time per month; Perform database problem resolution approximately two times per month Develop Backup and Recovery strategy: then test and implement the strategy with CINDRRVI Project Manager concurrence
