Description
The Government intends to award a stand-alone contract for historical lighting fixtures for a Courtroom in the Theodore Levin U.S. Courthouse, Detroit, Michigan. The Contractor will be responsible for developing the lighting to create fixtures authentic to the period of the building pursuant to the specifications and drawings herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement (including the attachments referenced herein) constitutes the solicitation; quotes are being requested and a written solicitation will not be issued. Offerors will be responsible for downloading the solicitation and for monitoring FedBizOpps for amendments and/or additional information. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This Solicitation is being set aside for small business. The associated North American Industry Classification System (NAICS) code for this procurement 335122, and size standard is 500 employees. The project magnitude for this project is under $150,000. Place of delivery, acceptance and FOB point is the Theodore Levin U.S. Courthouse, 231 W Lafayette Blvd, Detroit, MI 48226-2700. The following clauses and provisions (see attached document titled "Contract Clauses" for full text) are incorporated and are to remain in full force with any resultant purchase order: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror-Commercial, applies to this solicitation. FAR provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. This award will be made on a best value basis. The following factors shall be used to evaluate offers: (i) technical capability of the product offered to meet the Government requirement as stated herein; (ii) experience; (iii) price; and (iv) schedule. Technical capability is the most important factor. Experience is more important than price and schedule. Price and schedule are equally rated. Technical capability includes the ability of the item to perform the intended function and meet the requirements stated herein. Schedule means the number of calendar days from the final order placement to delivery. Experience considers the firm's experience in fabricating custom lighting fixtures. Proposals must be submitted electronically to Alicia.lerum@gsa.gov. Quotes and any documents or other information required herein, are due by Wednesday, December 13, 2017 at 12 Noon Central Standard Time. Any questions regarding this RFQ must be submitted via email to the Contracting Officer (Alicia.lerum@gsa.gov) no later than 12 Noon (CT) on December 5, 2017. ADDITIONAL INFORMATION: All interested vendors must register with FBO in order to view sensitive but unclassified information. This registration requires that the vendor is registered in the System for Award Management (SAM). This system can be accessed at www.sam.gov.
