- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is OIG211455. The solicitation is issued as a Request for Quote (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. (iv) The corresponding NAICS code is 812930 and the small business size standard is $38.5 million. (v) A list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). - N/A (vi) Description of requirements for the items to be acquired. The US Department of Health and Human Services (HHS), Office of the Inspector General (OIG), Office of Investigations (OI), requires 27 parking spaces for Government Owned Vehicles (GOVs) for law enforcement agents and emergency responders located at Patriots Plaza III, 355 E St SW, Washington, DC 20024. It is required that these parking spaces are located within or directly adjacent to the office the agents occupy which is Patriots Plaza III in Washington DC. The Special Agents must have access to their GOV's for emergencies and for transporting evidence material from the vehicles to the federal space. Due to the nature and conditions of work performed by OIG law enforcement officers and emergency responders, it is imperative to provide expedient and judicious access to the law enforcement vehicles assigned to them. (vii) The period of performance shall be December 1, 2017 through February 28, 2018. The place of performance shall be Patriots Plaza III, 355 E St SW, Washington, DC 20024. (viii) A statement that the provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following factors will be used to evaluate offers: • Offeror can provide 27 parking spaces for GOVs for two (2) months starting on 12/01/2017. • Offeror can provide 27 parking spaces within or directly adjacent to Patriots Plaza III, 355 E St SW, Washington, DC 20024. Award will be made to the low price, technically acceptable offeror. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or acknowledge its registration in the System for Award Management (www.sam.gov) Online Representations and Certifications Application. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
