- Draft Performance Work Statement (PWS) This is a sources sought to determine CONUS and OCONUS vendor capability to provide a Level 6 Swing Space and related services in Stuttgart, Germany. The intent of this project is to design, manufacture, transport, deploy and build-out temporary modular/containerized Level 6 Swing Space facility, installing Power/Lighting/Cooling/Heating/Ventilation/Life & Safety/Furniture/Inside Plant (ISP)/Physical Security and Electronic Security System (ESS) infrastructures in support of multi-enclave Unclass/Class data/voice/teleconferencing capabilities, in accordance with ICD/ICS 705 directives. The temporary facility will be about 338.4 sq m (or 3,642.5 sq ft) and will hold a total of 32 personnel. The estimated period of performance for this effort is 12 months. If you are interested, please review the attached draft PWS and respond back with the following information: RFI Questions: 1) Do you have the capability to manufacture a modular Level-6 facility (as described/depicted within 'Background' section) CONUS or OCONUS, in accordance with ICD/ICS 705? 2) Do you have a secure location/warehouse (e.g. alarmed, automated access control systems, etc.) to manufacture a Level-6 facility in accordance with ICD/ICS 705? If so, where is it located CONUS or OCONUS? 3) Do you have the ability to transport, deliver, deploy and build-out Level-6 facility OCONUS in accordance with ICD/ICS 705? If so, could you please provide Secure Shipping Methodology (relevant reference: ICD/ICS 705, Version 1.4, 28 Sept 2017, Chapter 4, Section E)? 4) If all TS-SCI team/personnel is not used, can you provide certified Construction Security Technicians (CST's) (at a minimum with TS clearance) for manufacturing, transportation, deployment and build-out phases of the Level-6 facility project in accordance with ICD/ICS 705? 5) Do you have a certified Site Security Manager (SSM) (at a minimum with TS-SCI clearance) to oversee procurement, manufacturing, transportation, deployment and build-out phases of the Level-6 facility project in accordance with ICD/ICS 705? 6) For manufacturing/transportation/deployment/build-out efforts, what is the labor rate difference (in %) between Uncleared US persons, Secret cleared, TS cleared and TS-SCI cleared personnel? (for example: The use of Secret cleared US persons for manufacturing is 5% higher than using Uncleared US persons.) 7) How long will it take for your company to design, manufacture (CONUS or OCONUS), deploy/build-out modular Leve-6 facility (as described/depicted within 'Background' section) in accordance with ICD/ICS 705? 8) Can you describe the requirements for foundation/footers/pad to support the modular Level-6 facility? 9) Can you provide design examples from previous manufactured modular Level-6 facilities of similar size that were manufactured in accordance with ICD/ICS 705?
