ATTACHMENT B - Pricing Sheet (FAA Elevator Modernization) SF1442 - FAA Elevator (47PM0218R0001) Agreement Scope of Work - FAA Elevator Modernization dated 16Nov2017 Site Visit Information Sheet Specification 14210 (Electric Elevators & Escalators) FAA dated 11-16-2017 Solicitation GSA527-15b Form SF24 Bid Bond Form DB Wage Determination SOW Attachment - SBU Info Attachment A - PPQ Form Certs & Reps SOLICITATION NOTICE General Services Administration (GSA), National Capital Region hereby issues a Request for Proposal (RFP) on the Design/Build FAA Elevator Modernization project at the Orville Wright Federal Office Building located at 800 Independence Ave. SW, Washington, DC. REFERENCES: FBO Pre-Solicitation Notice No. PRESOL_DBFAAElevator - Posted November 6, 2017 PROJECT DESCRIPTION: This project's scope will include, but not be limited to, upgrading, replacing, surveying, designing and constructing of selected building conveyance systems. The Contract will consist of a Base, five (5) Options and five (5) Alternates. The BASE contract will provide for all requirements to replace ONLY eight (8) passenger traction elevators, and one (1) traction freight elevator along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). They shall be code compliant elevator systems that will improve safety, reliability, and serviceability. It is important to know that the passenger elevators are configured in four - 4-car banks. Sequencing of the elevator modernization requires that no more than 4 passenger elevators may be taken out of service at any one time. Also, the 4 passenger elevators taken out of service must be in the same bank. The traction freight elevator can be removed from service along with any of the out of service passenger elevators concurrently. The elevators must completely modernized, tested and inspected (final acceptance testing) before the next 4 passenger elevators can be removed from service. The OPTIONS shall provide for the following: Option #1: Replace of a second set of eight (8) passenger traction elevators, and one (1) traction freight elevator along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #2: Modernize six (6) escalators along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #3: Modernize two (2) Hydraulic freight elevators with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #4: On the date that site construction starts, provide all maintenance and call back services for all vertical transportation (16 traction passenger elevators, 2 traction freight elevators, 2 hydraulic freight elevators and 6 escalators) until all base contract and awarded options are substantially completed. Option #5: Provide a full 5 years maintenance and call back contract that will start immediately after the 1 year warranty period ends. The ALTERNATES shall provide for the following possibilities: Alternate #1: Accelerate the work schedule for all elevators and freight elevator under BASE to be completed in 122 calendar days. Alternate #2: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 122 calendar days. Alternate #3: Accelerate the work schedule for all elevators and freight elevator under BASE to be completed in 45 calendar days. Alternate #4: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 45 calendar days. Alternate #5: Retain the existing 328 passenger elevator hoist-way doors. Repair, clean and paint versus replace the 292 painted doors and frames on the upper floors. Clean and repair the 16 stainless steel doors and frames.. AWARD OF A CONTRACT IS SUBJECT TO AVAILABILITY OF FUNDS SITE VISIT: A site visit will take place at 10:00 AM EST on November 29, 2017. Pre-registration is required. The Site Visit shall be limited to not more than four (4) representatives from each Prime Offeror. Offerors shall submit names of their attendees via email to tony.lopacki@gsa.gov by no later than 27 November 2017 at 10:00 AM ESTIMATED VALUE / PERIOD OF PERFORMANCE The estimated design-build cost range is between $15 - 20 million and Period of Performance, without consideration of any Alternate Acceleration, for the BASE is approximately 450 calendar days from date of Notice to Proceed. SOCIOECONOMIC CONSIDERATIONS: This solicitation is issued as full and open competition to both small and large firms. The North American Industry Classification System (NAICS) code associated with this procurement is 238290 -- Other Building Equipment Contractors and Size Standard is $15 million SELECTION PROCESS: This will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. A firm fixed price contract is contemplated. For this procurement the technical evaluation factors (non-price factors), when combined, will be weighted significantly more important than price. Technical factors are as follows: 1.Past Experience on Similar Projects30% 2.Past Performance of Offeror30% 3.Key Personnel20% 4.Technical/Management Approach and Schedule20% SUBMITTAL OF PROPOSAL: Proposals shall be submitted via email ONLY to mary.pineda@gsa.gov and tammy.arevalo@gsa.gov by no later than 1:00 pm EST on 21 December 2017. Hardcopy proposals will not be accepted. If multiple emails are necessary to submit your full proposal, all emails must be received by the due date and time noted in this solicitation. Each Proposal shall consist of two (2) separate volumes as indicated below. Volume I - Price Proposal and Related Documents for the base, options and alternatives Volume II - Technical Proposal and Documents Offerors will not be reimbursed for proposal submittal expenses. SYSTEM FOR AWARD MANAGEMENT: Interested firms must be registered in the System for Award Management (SAM), in order to receive procurement documents and a contract award. NOTICES: The solicitation and associated information will be available from the FedBizOpps website mentioned above. No telephone requests will be accepted. The solicitation will not be a sealed bid and there will not be a formal bid opening. All inquiries must be in writing, via email to the person(s) specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FedBizOpps posting. Offeror's will not be reimbursed for proposal submittal expenses. Some documents under this solicitation will be posted as "secure" packages in the FedBizOpps posting. In order to view or download the packages, vendors must have a secure account.
