Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 7 (NCO 7) intends to award a sole source contract award to Spiral Software, dba Amion, 248 Park Street, Newton, MA 02458. The Period of Performance for Contract Award will be one (1) year, plus four (4) twelve (12) month option periods. Statement of Work (SOW)/Specifications Background Ralph H. Johnson VA Medical Center requires an off-the-shelf system physician on-call scheduling system to provide on-call schedules throughout the hospital. This physician on-call application will simplify and consolidate physician on-call schedules hospital wide by centralizing all call schedules in one location and providing a simple on-call view that operators and other users are able to view and see who is on call for the entire facility at any given point instead of searching through various types of documents in numerous locations. The contractor will replace these various and inconsistent systems that are currently in place and will significantly improve accessibility and communication to on-call physicians. Objectives The on-call system application will integrate all on-call schedules into a single, hospital wide online (intranet) display. Providers and Administrators will able to look up to who call for consults/admissions/lab results with ease while telephone operators may find who s on duty to page staff and send secure communications. Call schedules will be able to be built efficiently by using standardized formats and rules that are consistent across the facility. The selected vendor will provide 16 licenses to the facility on an annual basis for service lines to replace their existing call schedules. Scope This Statement of Work (SOW) defines the effort required for the Ralph H Johnson VAMC to procure an on-call system that will provide the facility with 16 software licenses for local intranet hosting. The Contractor will provide technical support between the hours of 8:00am and 8:00pm EST and is able to handle any critical problems outside regular office hours by email. The Contractor will provide free webinars online weekly and will provide a one hour introduction to the system online for schedulers. Upon award, the COR will arrange for training for the master administrator and power users with the Contractor, to be provided online. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by November 30, 2017, 3:00 p.m. (ET). Responses shall be submitted via e-mail to Michael.giffon@va.gov.
