Statement of Work FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of Ten (10) Hand-Held Alpha/Beta Radiation Detectors with Survey Meters and Scalers SOLICITATION NUMBER: SB1341-18-RQ-0057 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Ludlum Measurements, Inc located at 501 Oak Street, Sweetwater, TX 79556 to purchase Ten (10) hand-held alpha/beta radiation detectors with survey meters and scalers. The National Institute of Standards and Technology (NIST), Gaithersburg Radiation Safety Division (GRSD) is responsible for radiation protection and regulatory compliance matters for NIST's radioactive materials license at the NIST Gaithersburg, MD campus. As part of managing the radiation safety program, GRSD is obligated to monitor facilities, equipment, and personnel for radioactive material contamination. Specifically, GRSD needs instruments capable of monitoring areas for alpha emitting and beta emitting contamination. The instruments will be used to check for contamination and provide early detection of contamination to ensure that radiation exposures are kept as low as reasonably achievable. The sole source justification is based on the following: Gaithersburg Radiation Safety Division (GRSD) staff are trained on using and operating Ludlum Measurements, Inc instruments, model numbers 2224-1 and 43-93. Alternate instruments do not meet the following requirements of this purchase: 1.The meter on each instrument shall include analog readout with a digital display and a button to initiate scaler count. 2.The meter on each instrument shall have a detector surface area of 100 cm^2 for immediate interpretation of results. 3.Each instrument includes a meter with adjustable ranges that are also scaler capable of performing integrated measurements over a range of times and shall also be adjustable externally on the instrument and can be changed without the use of tools or software input. Only instrument model numbers 2224-1 and 43-93 from Ludlum Measurements, Inc. meet the compatibility requirement and meet NIST's minimum requirements. Market research has shown that Ludlum Measurements, Inc is the sole company who can provide this equipment to NIST. Given these facts, Ludlum Measurements, Inc is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:59 am EST 12/1/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
