Description
Water Installation Support for the Federal Emergency Management Agency (FEMA) Lake Mendocino - Kyen Campground Request for Information 70FBR918IKyenWater This is a Sources Sought Notice in accordance with the Robert T Stafford Act for California Vendors preferably in the counties of Mendocino, Butte, Lake, Sonoma, Napa, Nevada and Yuba for above ground Water Distribution System. See attached for additional information to support the FEMA Housing Mission in support of the California Wildfire Survivors. All interested vendors are encouraged to submit a capabilities statement to Kimberly.coakley@fema.dhs.gov by 12:00 pm Saturday, 11/22/17 OBJECTIVES: To meet mission objective to provide temporary housing assistance to disaster survivors, FEMA is seeking an industry partner to install an above ground water distribution system at the Lake Mendocino - Kyen Campground in Ukiah, CA. The USACE Lake Mendocino / Kyen Campground will provide access to a water source located at their existing infrastructure from any or all of 8 -10 water spigots or from any or all of the 3 bathroom / bathhouses each evenly distribute across the property. The contractor would be responsible for designing and constructing an above ground water distribution system providing sufficient water pressure and water flow service to 50 trailer pads by tapping into the existing water supply system and terminating at each pad. Appropriately sized water taps / spigots will also be provided and installed at each pad. FEMA anticipates the need to commence design and construction services immediately after issuance of the notice to proceed (NTP). The activities under this contract shall be conducted with the oversight and approval of the FEMA Contracting Officer, the FEMA Contracting Officer Representative and the Project Manager. Requirements: FEMA requires immediate support due to an urgent mission tempo. FEMA may require additional services integrated into the project as mission requirements dictate. Building Materials: Plumbing equipment, pipe, construction materials, water fixtures, lumber, concrete, fencing, etc. Sizes and quantities to be specified by the contractor in their proposal. Labor: Laborers with land clearing, site preparations, digging and screening operations, cleanup, site restoration, etc. Permits: The contractor shall be responsible for obtaining all required bonds and permits for all phases of construction to include, demolition, debris removal, disposal of materials, site prep and construction. DELIVERABLES: The contractor shall provide the following deliverables: Project Management Plan: Contractor shall submit a draft Project Management Plan (PMP) with its proposal, The PMP shall include timelines with critical paths, work breakdown structures (WBS), and any identifiable constraints and contingencies that may adversely affect production. In addition, the contractor shall submit a Construction Schedule/ Timeline, Statement of Work and a Quality Control Plan as part of the project plan. The contractor shall provide a daily Status Report (DSR) to FEMA summarizing progress and status towards achieving completion of the order. Participate in a kick-off meeting with FEMA's Contracting Officer's Representative (COR), the Contracting Officer (CO) and the Project Manager following the NTP to jointly review program management tasks, roles, responsibilities, and the program management reporting requirements.
