- This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, Request for Proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s). Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Program Manager (PM) Positioning, Navigation, and Timing (PNT) is conducting market research to ascertain if there are any changes in the market place for the development, engineering, and technical services related to integration of the Military GPS User Equipment (MGUE) Increment 1 version of the Small Serial Interface (SSI) Ground-Based GPS Receiver Application Module for Military GPS Code (M-Code) (GB-GRAM-M) card into the Enhanced D3 (ED3). The ED3 is a secure military GPS receiver that distributes positioning, navigation, and timing data to multiple client systems concurrently. The latest configuration of D3, called Enhanced D3 (ED3) can host either a legacy SSI form factor GB-GRAM or MGUE card. The ED3 was procured as Non-developmental item (NDI), and the Government does not own any technical data for the ED3 software or hardware. The effort will include supporting host and platform integration, resolving installation issues, identifying operationally-critical issues, performing impact assessments, providing engineering support for designing, prototyping and testing of modifications to the ED3, and conducting studies or analyses of proposed hardware (HW)/software (SW) changes to the GB-GRAM-M or the ED3 relative to its use as the host for MGUE. This effort will not afford any transition period, meaning work will begin on the day of award. The Government intends to upgrade the ED3 so that it can host any of the multiple prototype Military GPS User Equipment (MGUE) GPS receiver cards that are being developed by the Air Force. ED3 upgrades will facilitate an Air Force test and evaluation of candidate MGUE cards. Testing is currently scheduled to begin in Fiscal Year 2018. ED3 software upgrades will be required to incorporate new MGUE interface functionality and these modifications will require access to ED3 internal firmware and software. Vendors that respond to this RFI shall provide evidence that they are capable of providing D3 MGUE Integration and Technical Services. ED3 hardware upgrades may be required to incorporate the receiver cards. This effort does not include ED3 production. The Government is solely looking for the capabilities of industry to upgrade the existing ED3 product Vendors are invited to respond to the above described requirements. Vendor's responses are limited to ten (10) pages and should include: 1. Description of past performance regarding integration of the military GPS receivers with established products. 2. Approach for providing integration of the MGUE prototypes into the ED3. 3. Projected availability for production representative sample(s). 4. Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost POC information.
