Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 36C26118Q0106 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. (iv) This acquisition is a total Service Disabled Veteran Owned Small Business set aside. The NAICS code is 561612 and the size standard is $20.5 million. Vendors are required to be registered in the VetBiz database to be eligible for award. (v) The contract line items are listed in the price schedule of the solicitation package (see page 2 of the RFQ package). When providing a quote, please complete the price schedule for each line item. (vi) The contractor shall provide security guard services for the VA Southern Nevada Healthcare System in accordance with the Statement of Work that is included in the solicitation package. A prequote teleconference will be held on December 12, 2017 at 10:00 am Pacific Time. During the conference, we will cover the transition plan in section 1.5 of the Statement of Work, the optional line item in the price schedule, quote instructions, and evaluation factors. An amendment will be posted to the RFQ notice providing a call-in number for the contractors. Attendance at the conference is recommended but not mandatory. (vii) The contract will be for a base year plus two option years. The period of performance is listed in the Price Schedule and the Statement of Work. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Addendum to this provision is provided on page 36 of the solicitation package. Please review this addendum for quote submission instructions. (ix) The provision 52.212-2, Evaluation Commercial Items, applies to this acquisition. Addendum to this provision is provided on page 37 of the solicitation package. Please review this addendum for the evaluation factors that will be used to determine which vendor will be selected for the contract award. (x) The provision 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. There are not any addenda to this clause. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
