- This is a REQUEST FOR PROPOSALS for construction issued by the National Park Service for Lake Roosevelt National Recreation Area to replace the Keller Ferry Marina fuel and sewage pump-out dock system. This is a design-build project to accomplish the following: Provide and install new 1,000 square foot dock structure and pilings at the present location but further out in deeper water; Salvage and reinstall the existing fuel, water and sewage pump-out services; Salvage and reinstall the existing work shed; Repair the existing bulkhead; Repair and reinstall existing gangway; Salvage and install another 50 feet of existing gangway to extend the new dock further out into deeper water; Provide and install intermediate float between the gangways and piling to hold the intermediate float at approximately elevation 1,280 feet; and any other work to make the system complete and functional. This project is being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 237990-Other Heavy and Civil Engineering Construction, with an associated small business size standard of $36.5 million. The magnitude of construction for this project is between $250,000 and $500,000. This magnitude range is required in accordance with FAR 36.204 and is not the Government's estimate. A single firm-fixed price construction contract will be awarded as a result of the solicitation. A Bid Bond is required with the submitted proposal, and Performance and Payment Bonds will be required after award. PRE-PROPOSAL SITE VISIT. An organized pre-proposal site visit is scheduled to occur on December 14, 2017 at 1pm (Pacific Time), meeting at the Keller Ferry Marina. There is not a physical address for the marina site itself, however, you can find the marina via a map app or map website by searching "Keller Ferry Marina, WA," or follow these driving directions: 1. Take US-2 West toward Davenport/Creston/Wilbur (travel for 59 miles), 2. Travel through Davenport and Creston toward Wilbur, 3. Travel through the town of Wilbur, 4. Turn right onto WA-21 N (signs for WA-174/Republic Grand Coulee Dam) (travel for.6 miles), 5. Turn right to stay on WA-21 N toward Keller Ferry Marina. (travel for 13 miles), and 6. Destination will be on your left - follow signs for Marina. Lake Roosevelt National Recreation Area staff attending the site visit will be Hoa Lam (engineer) and Ron Sacchi (Chief of Facilities Management). Hoa and Ron will briefly introduce the project, and then conduct a walk-thru of the project site. Please be prepared for rain or other inclement weather. Refer to Section J of Attachment no. 3 for the complete list of attachments that includes the price schedule and all other terms, provisions, and clauses, as well as Dept. of Labor construction wage rates, Scope of Work, Appendices, etc. PROJECT PERIOD OF PERFORMANCE. The Contractor shall be required to commence work under this contract within 3-5 calendar days after the date the Contractor receives the Notice to Proceed and complete the entire work ready for use not later than 120 calendar days (starting in January and finishing in May 2018). NOTE: The Government anticipates making an award decision by the first week of January. Because this project has a tight timeframe to begin in January 2018, immediately upon receiving the Notice of Award, the Contractor shall obtain the performance and payment bonds as expeditiously as possible, as well as submit the required Accident Prevention Plan. Scheduling the Pre-Construction meeting will be fast-tracked upon receipt of bonds and the Accident Prevention Plan, so that work can begin as soon as possible in January 2018 (anticipated start date is January 22, 2017). The 120 days includes design, construction, inspection, punch list work, and final inspection. The Government expects that once the design phase is complete that the on-site construction will be completed within a 45 day period. HOW TO FIND THE ATTACHMENTS.
