- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price task order to Konica Minolta Business Solutions USA, INC. (KBMS) under KMBS's General Services Administration's (GSA) Federal Supply Schedule (FSS) Contract Number GS-25F-0030M. Because of its extensive nationwide installation of KMBS multi-functional devices (MFDs) and its need for quick turnaround service, SSA requires nationwide maintenance services for SSA-owned KMBS MFDs. Under Federal Acquisition Procedures (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements, KMBS has a national distribution network, which guarantees that parts and supplies for all models are readily available, allowing KMBS to complete repairs timely and meet SSA's 9-hour requirement for response time, and to fulfill supply orders timely. The period of performance will be for twelve (12) months, beginning of January 1, 2018 through December 31, 2018. SSA's MFD inventory consisting of approximately 5,500 machines. SSA has established the Reprographic Management Team (RMT) to be the liaison between MFD vendors and all headquarters, field, hearings, and regional SSA offices. This requirement requires that Contractors must adhere to the following maintenance requirements (including but not limited to): • Security and suitability clauses; • Compliance with Section-508 standards and regulations; • Hard drive security and LAN security standards and regulations; • MFD hard drive erasure or disposal services when removing equipment SSA for any reason; • Adequate supplies for all equipment; • Proper disposal of hazardous chemicals and toner recycling programs; • 9-hour service response time; • Preventive maintenance; • Nationwide relocation services; • Replacement of malfunctioning equipment (with an identical model or one with comparable features acceptable to SSA); and, • Loaner equipment for temporary use when necessary. This requirement is utilizing procedures in FAR Part 8.4 - Federal Supply Schedules in conjunction with procedures in FAR Part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 9:00AM EST on 11/27/2017, in accordance with FAR 13-106.1(b)(1) negotiations will be conducted with KBMS as the only source and a task order will be issued without any additional notices being posted.
