- Attachment A- Specification THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. The Fire Research Division, Engineering Laboratory, at NIST studies thermal and electrical behavior of energized electrical circuits. Temperature and heat flux measurements are required to support research projects involving the thermal and electrical behavior of energized electrical circuits. These behavioral phenomena are critical in understanding the fire risks of electrical malfunctions and high energy arcing faults (HEAF). To study these phenomena, thermocouple wire and thermocouple extension wire are needed to transmit electrical signals to specialized high-speed data- acquisition systems (DAQ) during experiments when intentional electrical malfunctions or HEAFs occur. In many HEAF experiments, a large electromagnetic field is generated, along with the emission of fire and plasma. This causes interference in the electrical signals, which can be reduced by using shielded and twisted pair conductors. The following wire is needed for the experiments: 15,240 m (50,000 ft) of 24 AWG thermocouple wire and 6,095 m (20,000 ft) of thermocouple extension wire. The associated North American Industrial Classification System (NAICS) code for this procurement is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing with a small business size standard of 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. This acquisition is 100% set-aside for small business. This is brand name or equal to requirement that are described in the attached Specification as Attachment A- Specification. Line Item 0001 Contractor shall provide brand name or equal to Thermocouple wire of model number GG-K-24-SLE with the salient characteristics as described in the attached Specification as Attachment A- Specification. Line Item 0002 Contractor shall provide brand name or equal to Thermocouple wire of model number EXFF-K- 20S- TWSH-SLE with the salient characteristics as described in the attached Specification as Attachment A- Specification. Technical Quotation- Volume II There shall be no pricing information included in the Technical Volume. The Offeror shall provide the description that meet the requirement of the solicitation to include proposed brand name and part number. Quotation Evaluation: Basis for Award shall be lowest price technically acceptable.
