Draft Statement of Objectives - Appendix D: Installation Requirements Draft Statement of Objectives - Appendix C: Sustainment Requirements Draft Statement of Objectives - Appendix B: Information Technology Requirements Draft Statement of Objectives - Appendix A: Technology Specification Worksheet Draft Statement of Objectives for IRIS Proposed Schedule and Evaluation Factors for IRIS RFP This is a Draft Request for Proposals (RFP) released to industry to facilitate early engagement in accordance with Federal Acquisition Regulation (FAR) 15.201. It relates to the proposed acquisition of Integrated Rail Inspection Systems (IRIS) for U.S. Customs & Border Protection's (CBP) Non-Intrusive Inspection Program and the Domestic Nuclear Detection Office (DNDO). The proposed contract is a comprehensive vehicle covering modular rail scanning systems and radiation detection equipment, training, warranty, maintenance, and certain "on-demand" services. Full details can be found in the attached statement of objectives. The government anticipates a full and open competition under FAR Parts 12 and 15 for this requirement. The currently proposed strategy is to use a single-award Indefinite Delivery, Indefinite Quantity contract for this requirement. The proposed IDIQ would include a seven year ordering period, and units deployed under the IDIQ orders would require sustainment for fifteen years from date of deployment. The Government is seeking input from vendors on the prospective contract's structure and the clarity of the specifications. Attached to this announcement are provisional components of the Draft RFP, specifically the provisional schedule and evaluation rubric, and the draft statement of objectives. Most of the documents include line numbers to facilitate identification of relevant areas for questions. In addition to written feedback, interested vendors are invited to a pre-solicitation conference to be held on December 13, 2017. Details and response requirements are attached. There is no required format for submitting questions or comments. To ensure sufficient time to accommodate vendors interested in the pre-solicitation conference, CBP requires responses by 5:00pm ET on Friday, December 8, 2017 to attend. All questions related to this Draft RFP must be submitted in writing by December 15, 2017 at 5:00pm ET. Attendance at the pre-solicitation conference is not required to submit questions.
