Description
Engine/Vehicle Development Services for Advanced Engine and Powertrain Technologies THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential sources in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. A brief description of the work is as follows: The Environmental Protection Agency ¿s (EPA) Office of Transportation and Air Quality (OTAQ) is responsible for the collection, organization, and analysis of emissions data from mobile sources of all types. Pollutants of interest include the criteria pollutants CO, HC, NOx, CO2 as well as other greenhouse gas (GHG) emissions, particulate matter, and air toxic emissions. The range of work encompasses an array of customers including OTAQ staff and management, automotive and fuels industries, research organizations (including academia and various consulting firms), environmental interest groups and the public, at large. The goal is to provide the Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ) National Vehicle and Fuels Emission Laboratory (NVFEL) with flexible engineering services related to the development and evaluation of engines and vehicle systems. These efforts are focused on reduced emissions and improved fuel efficiency that can easily be transformed into full production. The main focus of the effort is to develop engines, powertrain systems, vehicle systems, components, subsystems, control systems, and fuel systems for use in normal production environments. Specific areas to be addressed in capability packages are as follows: (1) Personnel with previous experience and capabilities in developing, designing, fabricating, refining/calibrating, and testing automotive engines, vehicle components and subsystems, powertrain systems, electric motors and battery packs and other fuel systems, with certification for maintenance as required by ISO 14001 (and/or ISO 17025) and ANSI standards; (2) Demonstrate capability in development of Quality Assurance Project Plan (QAPP) with relevant work detailing engineering and data collection practices, analysis protocols and quality practices. Guidelines for developing quality documents for non-EPA organizations are available at https://www.epa.gov/quality/epa-quality-management-tools-projects (see also https://www.epa.gov/quality/guidance-quality-assurance-project-plans-epa-qag-5); (3) Capability to perform design task s which may include designing any specified aspect of an engine, electric motor, battery pack, fuel cell, vehicle powertrain system and/or control subsystem, vehicle component or fuel system; (4) Capability to fabricate required necessary hardware (i.e. solid block of metal and machining from specifications); (5) Capability to provide development/refinement work (i.e. adjustments made to production or advanced concept engines, electric motors, etc.); (6) Capabilities to test prototype subsystems in a laboratory configuration before installation in a test engine system; (7) Capabilities to provide data generated in the performance including all design drawings and any results or documents created during design and fabrication; (8) Capabilities to attend meetings, conferences, or symposia. The successful contractor shall provide all necessary labor skilled personnel, materials, services, equipment, and facilities necessary to perform all the requirements of this performance work statement (PWS). A draft PWS is attached. The applicable NAICS code is 541620 (Environmental Consulting Services) with a standard size of $15 million. It is anticipated that a single award ID/IQ contract with the majority of the task orders issued as Time & Material (T&M) with the possibility for other orders issued on a Firm Fixed Price (FFP) basis. Contract is anticipated starting June 2018 with a 60 month ordering period. Due to conflict of interest concerns, the Government anticipates exclusion from consideration for award all large-volume and small-volume automotive manufacturers, all on-road and non-road engine and vehicle manufacturers, all oil companies (petroleum refiners, fuel distributers, and fuel sellers), and any firms whose primary business involves the manufacture, sale, or resale of emission testing equipment (including IM240 equipment). A formal description of any groups of entities prohibited from being considered for award will be provided under a Section L clause in the resulting solicitation. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm ¿s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. A draft copy of the performance work statement (PWS) is included as an attachment. Interested parties with the capability of providing any of the services described in the draft PWS posted at the FedConnect website: https://www.fedconnect.net/ are invited to submit capability documents with sufficient information to clearly demonstrate capabilities under the 8 enumerated areas above, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be provided. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran-owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis. Capability statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL by 4:00pm EST, on December 14, 2017. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. You must register with FedConnect to submit documents, questions, and to view responses. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
