- Notice of Intent to Sole Source The Federal Railroad Administration (FRA) hereby submits a notice of intent to award a sole source a labor hour purchase order to maintain FRA's Multiple Cause Incident Analysis (MCIA) software tool for a period not to exceed three months (120 hours) to ensure the system is adequately maintained while FRA brings the maintenance support services in-house. This order will be issued to Impact Research, LLC of Columbia, MD. The period of performance for this order is December 1, 2017 - February 28, 2018. The total estimated value is $21,772.80. The NAICS code for this requirement is 541330 - Engineering Services. Impact Research is currently providing these maintenance support services. Given the short period of performance required for the transition and the steep learning curve associated with maintaining the MCIA system, it is FRA's contention that no other company can provide these services without significant risk of non-performance. This notice is being provided in accordance with FAR 13.106-1(b) and FAR 5.1 and provides notice of our intent to sole source as well as synopsis of a requirement valued at more then $15,000. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government. Any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Monday, November 27, 2017 at 10:00 a.m. ET. The determination not to compete this proposed contract action is solely within the discretion of the Government. This notice is NOT a request for competitive quotes and no solicitation will be issued.
