Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the University of California San Diego (USCD) for the purchase of 400 Certified Reference Material (CRM) bottles for the analysis of dissolved inorganic carbon (DIC) for Atlantic Oceanographic & Meteorological Laboratory (AOML) in Miami, FL. Justification for Sole Source The certified reference materials are produced at the UCSD. These DIC CRMs are the only ones used by the research community worldwide to achieve high precision measurements and inter-comparable results for NOAA's Global Carbon Program. These CRMs are for scientific research only and not for commercial use and not for sale outside the scientific community. A major goal of modern oceanography is the coordinated study of oceanic processes on a global scale. The impetus comes from a desire to understand the factors that control climate and how climate changes affect biogeochemical systems. Twenty thousand bottles of reference materials have now been distributed to a wide variety of laboratories both within the United States and in 19 other countries. They are used extensively to confirm that instruments are performing properly and to ensure measurement compatibility. These CRM's are used to determine the stability of AOML's instruments and to correct the data after analyses are complete. The harm to the government would be millions of dollars of useless data if the CRM's from the UCSD were not used. The data that AOML collects would not be comparable or used by the rest of the research community if a different CRM for DIC in seawater did exist and was used by AOML. Data comparison would be effected by using a different CRM because it would be different from which all others in the research community were using to calibrate their instruments and correct their data with, making our data unusable or questionable at best. The DIC-CRM's from UCSD are essential and critical to the mission of the government to provide high quality comparable dissolved organic carbon (DIC) data within the government and research communities. This DIC CRM is special because it has been developed by UCSD over the last couple of decades and collected from the North Pacific Ocean. It has been used by everyone in the global ocean carbon community to calibrate their instruments and to correct their DIC data, which makes eveyone's data comparable to everyone else's. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the Certified Reference Material may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to anthony.ciolli@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
