Description
FBO POST - PRE-SOLICITATION The project scope includes all labor, materials, equipment, transportation, supervision and disposal required for the replacement of HVAC and plumbing systems in 9,600 Sq. ft. Multi-Mission Building (MMB) and 6,900 Sq. ft Boat Maintenance Facility (BMF) at STA Jones Beach, Freeport, New York on Long Island. Both are single story, slab on grade masonry construction. Base Bid: Multi-Mission Building (MMB) Replace heating plant and central domestic hot water heating pump Remove and replace VAV system with new HVAC system Installation of geothermal bore field for new HVAC SWHP system Repair existing attic insulation Replace the existing ceiling and lighting systems throughout the building Replace all exterior doors and associated hardware Removal of existing 40 kW generator and associated infrastructure in BMF Installation of new 125 kW generator, automatic transfer switch, and associated electrical infrastructure Incidental architectural, electrical, and fire alarm modifications will be required in support of the HVAC repairs Optional Bid Items (OBI) work for the project is as follows: OBI 1 - MMB Replacement of MMB plumbing fixtures and bathroom finishes Replacement of MMB interior doors Repair MMB training room ceiling OBI 2-MMB Replacement of MMB galley exhaust duct and fan OBI 3-BMF Replace heating plant and central domestic hot water heating plant Replace HV-1 and HV-2 and associated ductwork and controls Modification of existing boat bay H&V system Replace the existing ceiling and lighting systems in non-boat bay areas Incidental architectural, electrical, and fire alarm modifications will be required in support of the HVAC repairs OBI 4-BMF Replacement of plumbing fixtures and bathroom finishes Replacement of wind screen OBI 5-MMB Remove and replace the Computer Network cabling and Public Address system cabling throughout the MMB. OBI 006-BMF Remove and replace the Computer Network cabling and Public Address system cabling throughout the BMF. The work of this OBI shall also include installation of a Fiber Optic Cable between the MMB and BMF. Solicitation packages will be available on or about 11 December 2017. Tentative date for receipt of proposals is 10 January 2018. Period of Performance: Award is anticipated to be made in late March 2018. The overall period of performance is Notice to Proceed plus 19 months. The applicable North American Industry Classification systems (NAICS) code is 238220 Plumbing, Heating and Air-Conditioning Contractors with a small business size standard of 15 million. The estimated value of the procurement is between $1,500,000 and $4,000,000. Payment and/or Performance bonds will be required. The acquisition is issued pursuant to FAR Part 15 and is a best value procurement utilizing the tradeoff process. Evaluation factors will include price, past performance, and technical experience on similar projects. Pursuant to FAR Part 19.5 set aside for Small Business, this solicitation is 100% set-aside for Small Business Concerns. Our office no longer issues solicitation or amendments in paper form.
