Description
AMENDMENT 01 INCORPORATES THE FOLLOWING: 1) Site Visit: Adjust site visit date from on or about 05 January 2018 to on or about 17 January 2018 2) Base access request form: Add additional point of contact to send base access forms to Essam.f.Guirguis@usace.army.mil 3) Incorporate due date for base access forms: 18 December 2017 1. CONTRACT INFORMATION: This announcement is for a Design Bid Build / site adaption effort being competed as a "Full and Open" acquisition for the construction of critical infrastructure near a flight line area on a base outside of Amman, Jordan. The North American Industrial Classification System code is 237310, which has a size standard of $36.5 million. A firm -fixed-price contract will be negotiated. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $10,000,000 and $25,000,000 with an anticipated period of performance of 550 days after issuance of the Notice to Proceed. PROJECT INFORMATION: A materials access road network and on-site batch plant are envisioned. The location will remain operational during the construction effort. The scope of work for this project includes two types of work. One component is to construct utilities and infrastructure that have been fully designed (Design-Bid-Build). The other component consists of the site improvements and infrastructure necessary to site adapt those fully-designed facilities. The technical requirements for the portion of work to be designed and constructed by the contractor along with further description of Site Adapt work will be fully detailed in the forthcoming Request for Proposal (RFP). The contractor will be responsible to perform the necessary designs to adapt them to the specific sites. The infrastructure will have associated electrical, combined domestic/fire water system, pump houses, wells/water storage, and sewer utilities along with communication, entry control points, and road infrastructure. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the construction repair effort that will be attached to the future RFP. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements while at the same time being cost effective. This Pre Solicitation IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government, as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The Government reserves the right to use only the internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the website for amendments to this solicitation. Accordingly, prospective contractors may view and/ or download the solicitation and all amendments from the FedBizOps address after solicitation issuance. The RFP will be posted to FBO. It is anticipated that the RFP for this project will be released on or about 21 December 2017. SITE VISIT: The location of the site visit along with detailed instruction and information will be announced in the forthcoming RFP. The anticipated date is scheduled for two weeks after the RFP is posted, on or about 17 January 2018. At the site visit, the Government representatives will highlight specific contract requirements. The objective is to provide an information exchange between potential bidders and the Government to avoid the possibility of misinterpretation of the contract requirements. In order to attend the project site visit, potential Offerors must register and submit pertinent information to obtain clearance from the Royal Jordanian Air Force to access the Base. Only personnel approved by RJAF will be granted access. The information vetting and clearance process takes approximately fourteen (14) calendar days. The Government will limit the number of attendees to TWO (2) from any individual firm. Interested parties shall provide completed access request forms via email to Mr. Sherif Rizk, Sherif.W.Rizk@usace.army.mil AND Essam.f.Guirguis@usace.army.mil. The mail shall be titled "W912ER-18-R-0004 Site Inspection - Clearance Request". All potential Offerors must register and submit base access request forms by 18 December 2017.
