- Salient Characteristics for N00164-18-S-NB23 N00164-18-S-NB23 - SOURCES SOUGHT - RF Cables - FSC 5995 - NAICS 335929 Issued Date: 24 NOV 2017 - Closing Date: 29 NOV 2017 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. Naval Surface Warfare Center (NSWC), Crane Division has been tasked in seeking vendors who can manufacture in accordance with Salient Characteristics for RF cables. Proposed project will be a Firm Fixed Price contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses in any form are not Request for Quotes (RFQ), Invitation for Bids (IFB), or Request for Proposal (RFP). Issuance of the Sources Sought does not impose any obligation on the Department of the Navy or NSWC Crane and does not signify a firm commitment to issue a solicitation or a contract. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 335929. Small Business Size Standard for this acquisition is 1000 employees. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. All interested parties are strongly encouraged to submit a capabilities statement. Potential sources should also provide any test results on the item if applicable. A technical description of the product, such as physical characteristics, operational features, performance data, product literature, photographs, and a rough cost estimate should be included. The capabilities statement should reference the requirements in the attached salient characteristics, and address the following bullets as well as. • Offeror's name, address, point of contact, phone number, e-mail address, DUNS, and CAGE Code. • Offeror's type of Small Business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), Woman owned etc.) • Offeror's interest in quoting on the solicitation when it is issued. • Offeror's capability to perform a contract of this nature with estimated delivery time - provide at least 3 examples with points of contact.
