Mt. Elbert Rehabilitation, Unit 1 and Unit 2 Shaft Seal Replacements Sources Sought with Questionnaire SOURCES SOUGHT / REQUEST FOR INFORMATION/ MARKET RESEARCH Solicitation Number: 140R6018R0002 Mt. Elbert Rehabilitation, Unit 1 and Unit 2 Shaft Seal Replacements Fryingpan-Arkansas Project, Colorado The Bureau of Reclamation in Montana is currently conducting preliminary planning market research to determine the appropriate Small Business Set-Aside Category, with the expectation to solicit a Request For Proposal (RFP), Firm Fixed Price Contract to design shaft seals for two distinct units, but with enough similarity that spare parts are interchangeable and regular maintenance is the same. This is not an off the shelf item. A successful bidder will provide a design based on their proven technology and design detail customized to our units. SUMMARY OF WORK: The principal components of work to be performed under these specifications include the following: A. Design, provide, test and commission replacement of existing shaft seals with mechanical shaft seals for Pump Generator Units 1 and 2 in the Mt. Elbert Pump Generating Plant. B. Remove and dispose of existing Unit 1 packing box, Unit 2 mechanical seal, and associated hardware. C. Provide mechanical seals for both Units 1 and 2: 1. Design the mechanical seal to accommodate the same seal elements across both units. 2. Design the mechanical seal to attach to each unit's unique headcover. D. Design and supply shaft sleeves for Unit 1 and Unit 2, if needed for selected method. Sleeve may not be designed and supplied if mechanical seal rotating equipment can be installed directly onto shaft. An important outcome of this research will be the determination to consider a 100% Small Business Set aside, and the competitive set aside category in accordance with (IAW) FAR 19.201(a). Specific SBA program set asides are: veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business or an award under the 8a program. The NAICS code for this requirement is 333611 - Turbine and Turbine Generator Set Units Manufacturing. The Bureau of Reclamation is seeking industry information and comments from sources with the capability to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the attached Market Research Questionnaire to the Government, and advised that providing a response to the questionnaire will not automatically include them in the acquisition process for future solicitation.
