- Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Orbital ATK to stand up a weapon sustainment depot for Advanced Anti-Radiation Guided Missile (AARGM) support, including post-production services, depot level repairs for system hardware and software, in-service engineering and sustainment logistics including Original Equipment Manufacturer (OEM) section level repairs, maintenance planning, logistics support, and engineering investigations, technical studies and integrated logistics and engineering requirements to support readiness and sustain the AARGM weapon system for the United States Navy (USN), foreign cooperative customers, and Foreign Military Sales (FMS) customer inventories. In addition, Orbital ATK will be required to furnish supplies or services to evaluate, maintain, test, calibrate, modify, repair and/or certify AARGM missiles, missile sections, assemblies, subassemblies, related Peculiar Support Equipment and related Avionics Systems. It is anticipated that the resultant contract will be an Indefinite Delivery Indefinite Quantity (IDIQ), both Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) type. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. As the sole designer, developer and manufacturer of the AARGM missile, Orbital ATK is the only source that currently possesses sufficient requisite knowledge, engineering expertise, tooling, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336414.
