- The Naval Undersea Warfare Center Division, Newport, RI intends to award a Cost Plus Fixed Fee, 5 year, Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide operational and associated logistics support for a variety of open ocean special projects where NUWC resources are not available. The purpose of this contract is to acquire equipment, related services, and the logistics support necessary for supporting the Navy and other Department of Defense (DoD) projects both locally and worldwide in accordance with the attached draft Statement of Work (SOW). This procurement will be processed in accordance with FAR Part 15. The North American Industry Classification System (NAICS) Code is 541990. The Small Business Size Standard is $15 Million. This procurement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office for Small Business Programs. Solicitation N66604-18-R-0217 is anticipated to be released on or around 01 December 2017. The closing date for receipt of proposals will be established in the solicitation. Technical proposals are required. The Government intends to award to the eligible, responsible offeror whose offer represents the best value, considering technical capability, past performance, and price. The specific evaluation criteria will be outlined in the solicitation. All timely offers will be considered. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from the website and for monitoring the site for any amendments. Offerors must be registered in System for Award Management (SAM) ( https://www.sam.gov/portal/public/SAM/ ) to be eligible for award. Instructions for registration are available at the website. Industry Question(s) Government Responses Q1: Why is the requirement Full and Open competition rather than a Small Business Set-Aside? A1: In accordance with Federal Acquisition Regulation (FAR) 19.502-2(b), in order to set-aside a requirement for Small Business at least two or more responsible small business concerns must be identified. At least two responsible small businesses were not identified, therefore the Government proceeded on a Full and Open competition basis. Q2: Is the requirement being solicited as a Small Business Set-Aside with a size limit of $15 Million, or will it be solicited on an unrestricted basis as Full and Open Competition? A2: The requirement is being solicited on a Full and Open Competition basis.
