- The Department of the Air Force, 338th Specialized Contracting Squadron intends to award a Sole Source non-commercial, 5 year (CFY17-FY21) IDIQ contract with Goodrich Corporation (a business unit of UTC Aerospace Systems, a division of United Technologies Corporation), the original equipment manufacturer (OEM) for the DB-110 Reconnaissance (RECCE) Pod System. This proposed contract action is pursuant to the authority of 10 USC2304(c)(1), as implemented by FAR 6.302-1(a)(2),--Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for courseware development, airborne, ground segment, and imagery analysis training required for all Security Assistance and Security Cooperation customers. Training will consist of a combination of prepared classroom instruction, computer-based self-study, laboratory application, and on-the-job training to include the following: 1. Pod and Mission Planner Operations 2. Ground Station Operations 3. Airborne Segment O&I Level Maintenance 4. Ground Station Maintenance 5. Data Link Operations 6. Train the Trainer 7. Upgrade Courses 8. Imagery Intelligence 9. Sensors 10. Analysis and Exploitation The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: a. Goodrich Corporation is the sole provider to deliver the DB-110 RECCE Pod System with all associated support equipment, initial training, and courseware. Security Assistance and Security Cooperation customers require specialized mission training to maintain and operate these systems. b. The Goodrich DB-110 RECCE Pod System is designed for non-commercial application. The DB-110 REECE Pod is a day/night, tactical system that produces high resolution, dual-band imagery that can be stored on a solid state recorder and/or transmitted to the ground segment via a digital data link. Goodrich Corporation is the Original Equipment Manufacturer (OEM). No other contractor is capable of providing this specialized training.
