FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: J066 - Maintenance Instruments and Laboratory Equipment SUBJECT: Maintenance, repair, and calibration of Rees Scientific freezer temperature monitoring equipment SOLICITATION NUMBER: NB640000-18-00251 RESPONSE DATE: 12/08/2017 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Rees Scientific, located in Trenton, NJ to provide maintenance services covering the NIST owned Rees freezer monitoring system and associated equipment. The National Institute of Standards and Technology's (NIST's) Office of Reference Material (ORM) purpose is to provide customers with the means to obtain NIST Standard Reference Materials (SRMs)®. NIST supports accurate and compatible measurements by certifying and providing over 1,300 of the highest quality and metrological value Standard Reference Materials to industry, academia, and government. These materials are used to perform instrument calibrations in units as part of overall quality assurance programs, to verify the accuracy of specific measurements, and to support the development of new measurement methods. Some SRMs are required to be stored in refrigerators and freezers. The NIST-owned Rees systems, which currently includes 78 freezers/refrigerators, monitors the temperature range in these refrigerators and freezers. In the event of failure, the system alarms/sends notifications by email and telephone when the temperature is out of range. NIST intends to utilize a Blanket Purchase Agreement (per FAR 13.303) to provide comprehensive maintenance service covering the Rees Monitoring System and associated equipment for a period of five years from the date of award, to include: -Existing Rees Scientific software on ORM provided computers (primary and back-up server) running MS Windows 7. -Database(wssql01) that contains existing freezers/refrigerators data -78 freezers/refrigerators probes (one probe/freezer) -Buffering transceivers, repeaters, and the battery backup for these items. -24/7 Technical Support via phone -On-site service to repair or replace, as requested within 24 hours -All required hardware, labor -Annual preventative maintenance services, including an annual comprehensive system test to include validation, calibration, and documentation of all system functions including readings, database, alarms, dial-outs, outputs, reports, and user programming to include: -Server Software upgrades when the most recent version is released Sole Source justification is based on the following: The manufacturer, Rees Scientific, has verified that only Rees Scientific is authorized to install, service, or maintain their instruments due to the proprietary nature of these instruments and the associated hardware/software required for operation. Rees Scientific is the sole provider and distributor of the monitoring software which is proprietary. Rees Scientific is the only company authorized to provide validation, calibration, and support for the NIST-owned Rees Scientific systems. The resulting order will be a Blanket Purchase Agreement with fixed unit pricing and a total ceiling of $147,500. NAICS code for this requirement will be 811219 - Other Electronic and Precision Repair and Maintenance with a small business size of 20.5M No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 12/08/2017 will be considered by the Government.
