- AMENDMENT 0001 TO SOLICITATION EE-133M-18-RQ-0039. This amendment 0001 to the above Solicitation is to accomplish the following: A. Change this acquisition: From: 100% Small Business Set Aside To: Unrestricted/ Full and Open Competition. B. Extend the Solicitation/ Offer Due Date to November 30, 2017 at 5pm ET. C. Extend the questions due date in writing no later than November 29, 2017 at 5PM ET. D. All other terms and conditions remain the same. E. End of Amendment 0001 to EE-133M-18-RQ-0039. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation EE133M18RQ0039 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-94. The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations, NOAA Ship Henry Bigelow, currently located at the Marine Operation Center Atlantic 439 West York St. Norfolk, VA. 23510, requires ABS Annual Fire Inspection in accordance with the attached Statement of Work. There will be no pre-bid inspection/ ship check therefore vendors are required to quote based on the entire and complete RFQ and attachments. CLIN Description Quantity Unit Unit Price Total Price Item 0001 Perform Annual Fire Systems Inspection onboard the NOAA Ship Henry Bigelow in accordance with the attached Statement of Work. The period of performance is Dec 04, 2017 – JAN 12, 2018. Place of Performance: NOAA SHIP HENRY BIGELOW MARINE OPERATION CENTER ATLANTIC 439 WEST YORK STREET NORFOLK, VA 23510 ADDITIONAL ITEM REQUIREMENTS (AIR): These items relate to Growth Work. The rates quoted will be used throughout the life of the contract if growth work is added to the scope of the contract [reference Commerce Acquisition Regulation (CAR) clause 1352.271-72]. If AIRs are issued, these items will be awarded at the quantities needed via a contract modification. Additional Work - Labor and Material **Provide breakdown, as follows: AIRs/Growth Hourly Labor Rate Regular labor Rate__________________per hour Overtime Rate ____________________per hour Holiday/Weekend Overtime Rate _________________per hour AIRs/Growth Material Markup/Handling Fee ________________% Markup Nondestructive testing company labor rate_____________ per hour. 1 JB The Government will award a firm fixed price contract based on best value to the government considering available start date, ABS certifications and price. This RFQ is UNRESTRICTED/ FULL AND OPEN COMPETITION. The associated NAICS code is 336611, Ship Building and Repairing, with a business size standard of 1,250 employees. The Federal Supply Class is J020. In order to be considered for this award vendor shall provide the following information with your quote: 1. Proof of current liability insurance. 2. Complete name address, telephone number and Duns and Bradstreet number. 3. Include statement specifying the extent of agreement with all terms, conditions, and provision included in the RFQ. Quotes that rejects the terms and conditions of the RFQ may be excluded from consideration. 4. Proof of ABS Fire Extinguishing Systems Certification, at a minimum this must show current throughout the period of performance. 5. Proof of ABS self-Contained Breathing Apparatus Certification, at a minimum this must show current throughout the period of performance. 6. Provide available start date statement of when vendor can start work. 7. Acknowledgment of solicitation amendments (SF-10) if any. 8. FAR 52.209-11 and Representation and Certifications at FAR 52.212-3. **There will be no pre-bid inspection/ship check for this requirement. All vendors shall quote based on the attached schematics/ documentation provided in this solicitation. ** **All responsible sources may submit a quotation which shall be considered by the agency. ** **Quotes must be submitted via electronic means (email) no later than November 30, 2017 at 5:00 p.m. Eastern Time (ET) to alexander.cancela@noaa.gov** **All questions must be submitted in writing to alexander.cancela@noaa.gov by November 29, 2017 at 5:00 p.m. ET.
