Description
Draft Specifications Draft Statement of Work NASA/Goddard Space Flight Center plans to issue a Request for Proposal (RFP) for a Global Positioning System (GPS) system for the Plankton, Aerosol, Cloud, Ocean Ecosystem (PACE) spacecraft which is targeted to launch in 2022-2023. This mission has a sun-synchronous polar orbit at 676.5 km with an inclination of 98 degrees and a 1 p.m. local ascending node crossing time. The GPS system shall provide accurate position, velocity, and time information to the spacecraft. The GPS system shall consist of a GPS Receiver, GPS Antenna(s), a filter, low noise amplifiers, power and signal interfaces, and the appropriate ground support equipment. For more information on technical requirements, please refer to the attached Draft Statement of Work and the Draft Specifications. The NAICS Code and Size Standard are 334220 and 1250 employees, respectively. The anticipated release date of RFP 80GSFC18R0010 is between December 15, 2017 and January 15, 2018 with an anticipated proposal due date ranging from January 29, 2018 to March 1, 2018. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted in via email to Elizabeth D. Abraham and Linh Nguyen, respectively no later than December 12, 2017. Telephone questions will not be accepted.
