- 70FA2018P00000019 ARCS Subscriber Fees and Communication Patches 1. The Federal Emergency Management Agency (FEMA) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(1)(i) with Calhoun County 911 District NE AL Regional Communications System, 507 Francis Street W, Jacksonville, AL, as the only responsible source that can provide 800MHz radio/alert communication service to the Center for Domestic Preparedness (CDP) in Anniston, AL. Specifically, the contractor shall provide one year of subscriber service (10/01/2017 - 09/30/2018) and two radio patches, one for Security and the other for Medical Response to the CDP facilities in Anniston, AL. 2. The NE Alabama Regional Communications System (ARCS) is a radio/alert notification communications district with responsibility for providing user-based administration for operations and maintenance of the interoperable communications system that serves the City of Anniston, Calhoun and Talladega Counties in Alabama. Calhoun County's 911 Motorola trunked radio system is licensed by the Federal Communications Commission (FCC) to operate on radio frequency spectrum in the 800 megahertz (MHz) public safety band. And the Calhoun County 911 Board is the regional 800 MHz radio/alert notification communications system owner with responsibility for providing user-based administration for operations and maintenance of the interoperable communications system that serves the City of Anniston and Calhoun County in Alabama. 3. No other radio/alert notification communications district serves the above specified areas. 4. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.106-1(b)(1)(i). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517919 with a Small Business Size Standard of $32.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 5 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 5. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Beth Farley, beth.farley@fema.dhs.gov. Statements are due by 1:00 PM EDT, Friday, December 1, 2017. No phone calls will be accepted.
