Department of Veterans Affairs Veterans Health Administration Sources Sought Notice This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance the Government s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit information about their capability, availability, and qualifications to provide the services described below. The Veterans Health Administration (VHA) is seeking a vendor to provide readjustment counseling services in accordance with Title 38 U.S.C. 1712A. These outreach and counseling services are to assist WWII, Korea, Vietnam Era (if seen prior to 01/01/04) and Post Vietnam War Zone Veterans (and now Veterans of the Persian Gulf War and the conflicts in Lebanon, Grenada, Panama, Somalia and the War against Terrorism (OEF and OIF) referred by the Togus VA Medical Center in Augusta, Maine or its Veterans Outreach Centers located in Maine. Please see the Services Required section below for a description of the requested services. This Sources Sought Notice will help the Network Contracting Officer better understand the market for these services. GENERAL REQUIREMENTS: Place of Performance: Location must be in the Farmington, ME area Period of Performance: The anticipated periods of performance for the contract resulting from this procurement are as follows: Base Period: Date of Award 31 January 2019 Option 1: 01 February 2019 31 January 2020 Option 2: 01 February 2020 31 January 2021 Option 3: 01 February 2021 31 January 2022 Option 4: 01 February 2022 31 January 2023 Hours of Operation: Traditional business hours are expected but to be set-up at the Contractor s discretion. There is no over time or weekend coverage needed. Services Required: The Contractor must be a qualified mental health professional- Psychiatrist, Psychologist, Social Worker, or Psychiatric Nurse Clinical Specialist. Contract readjustment counseling may include social services and/or psychotherapy, but the services provided must address readjustment difficulties deriving from military duties and/or homecoming experiences. The provision of services for problems not having a clear and distinct relationship to military duty and readjustment to civilian life from military duty is not authorized. Estimated Quantities: The following chart represents the total estimated quantities for the base year: Work Hours Individual Counseling 295 Group/Couple/Family Counseling 110 Qualifications: All licenses held by the Contractor working on this contract shall be full and unrestricted licenses. Contractor staff must submit evidence of at least one full, active, current and unrestricted licensure, registration, certification, and/or other relevant credentials, for verification prior to appointment and throughout the employment process, as requested by the COR. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). The Government will not share proprietary information. TIMELINE: This request will close on Friday December 22, 2017 at 1PM EST.
