Description
The Department of Veterans Affairs (VA) National Acquisition Center is conducting market research to assess industry capabilities for distribution services of a wide range of pharmaceutical products directly to VA and other participating Government agencies for VA s Pharmaceutical Prime Vendor Program (PPV) and the availability and capability of qualified small business sources. The purpose of this sources sought notice is to conduct market research only. This announcement is not a request for proposals and there is no solicitation available for distribution at this time. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or receive a copy of the solicitation. Consistent with VA s Veterans First Contracting Program, VA is particularly interested in identifying Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses with the requisite experience and capabilities to perform as a PPV.   The response to this notice, along with other market research conducted by the VA National Acquisition Center will form the basis for developing the PPV acquisition strategy for the new and ensuing contract(s).   The PPV will be required to stock pharmaceuticals and distribute a broad range of pharmaceutical items to VA and Other Government Agency (OGA) facilities located in the 50 United States, Washington, D.C., Puerto Rico, the Philippines, U.S. Virgin Islands, and a single location in the Mariana Islands. Prices for the pharmaceutical products distributed under PPV program are priced by Federal Government contracts such as the existing Federal Supply Schedule Program, national contracts, Blanket Purchase Agreements and other Federal government contracts. WAC based price generics may be required as part of the contract for items that are not under existing government contract. Potential sources will be required to have an established web-based ordering system, including electronic ordering of controlled substances that complies with DEA regulations. Electronic order placement will be made daily by ordering facilities, with next-day delivery required to participating facilities located within the continental United States and 72-hour delivery required for facilities located outside the continental United States. A myriad of reports will be required to be provided under the program. The intended contract period is eight years, which may include options beginning on or around August 2020. Potential offerors and interested companies are encouraged to respond via email to karen.ade@va.gov and address the questions below. Telephone responses will not be accepted. Responses must be received in writing no later than 11:00 AM Central Standard Time December 29th, 2017. Do you have an inventory management component capable of: Demand Forecasting Calculation of Economic Order Quantity Calculation of Safety Stock Levels Calculation of Reorder Point Calculation of Inventory Stock Level Stratified Inventory analysis Please list the locations (city and state) of your distribution centers in use today. Do you currently have distribution coverage for the 50 States, Puerto Rico, Philippines, US. Virgin Islands and Mariana Islands? In which of the following areas are you licensed and would you be able to provide distribution coverage? The 50 States (list which ones) Puerto Rico Philippines U.S. Virgin Islands Mariana Islands Are you registered in the System for Award Management (SAM.gov)? If so, what is your CAGE code? What is your business size Large/Small/8(a)/VOSB/WOSB/SDVOSB/etc.? Do you currently provide pharmaceutical distribution as a prime contractor or a subcontractor? Indicate your position as Prime or Sub and identify the other contractor as appropriate. How many contracts for pharmaceutical distribution have you had in the past 5 years? Please list the contracts and value. Provide the names of 2 agencies/companies for whom you have provided pharmaceutical distribution. Do you have the capability to provide and store data electronically for VA in compliance with the Drug Supply Chain Security Act? Do you have the capability to accept orders for Schedule II Controlled Substances electronically through the DEA Controlled Substance Ordering System (CSOS)? If so, is there a maximum volume of controlled substances you are allowed to sell? Can your ordering system provide real time daily pricing updates and actual product quantity available by 6:00am (ET) the next day or the day of the effective date? Can your ordering system accommodate pass through and drop ship orders? Do you have the capability for your call center to accommodate customer service calls from a customer the size of the Department of Veterans Affairs? Do you have the ability to handle customer returns, including those handled by a third party returns good vendor? Do you have the capability to generate National and facility level reports for purchases made and inventory control? Do you have the ability to accept purchase cards for daily purchases?
