- Amendment 0002 - Bozeman USFS Supervisors Office Remodel AMENDMENT 0002: Amendment 0002 is issued to accomplish the following: 1. Issue additional answers to questions received from offerors. AMENDMENT 0001: Amendment 0001 is issued to accomplish the following: 1. Issue answers in response to questions submitte by the deadline 2. Incorporate additional attachments (NOTE: Additional attachments will not be released until the SBU document has been submitted to the Contractign Officer. 3. Incorporate Optional Items and appropriate provisions and clauses 4. Incorporate updated General Decision Number MT170034 SOLICITATION NOTICE: A solicitation is hereby issued for the Bozeman, Montana Office Renovation Design-Build requirement. A site visit will take place at 9:00 AM MST on November 8, 2017. In order to attend this site visit interested vendors must pre-register in accordance with I.E. FAR 52.236-27 Site Visit (see The Solicitation). Interested vendors must submit an email request to rhonda.widick@gsa.gov with their intent to attend the site-vist. Additional details for the site visit will be provided as a response to this email submission. The solicitation is comprised of the following documents: Attachment 1 - General Decision Number MT170034 Attachment 2 - Scope of Work Attachment 3 - Scope of Work - Special Instructions *Attachment 4 - Initial Drawings *Attachment 5 - Asbestos Re-Inspection Report *Attachment 6 - Asbestos Survey Report *Items marked with an asterisk will not be released to offerors until a completed SBU Information Request From is received by the Contracting Officer at rhonda.widick@gsa.gov. Interested vendors shall promptly complete this form and submit it to the Contracting Officer, who will then release electronic Attachments 4, 5, and 6. NOTE: This informaiton will not be released at the site visit, the SBU form must be submitted via email. The magnitude of this project is estimated between $25,000 and $100,000. This requirement is issued as a Total Small Business Set-Aside. NAICS 236220, Commercial and Institutional Building Construction, size standard $36.5 million. Offerors shall reference The Solicitation, section II A-E, Proposals for specific offer submission requirements. All questions shall be submitted to rhonsa.widick@gsa no later than 2:00 PM MST, November 13, 2017. Questions received after this cutoff may not be answered. In order to be considered for award, offers confirming to the requirements of the Solicitation must be received via email no later than 2:00 PM MST, December 1, 2017. PRESOLICITATION NOTICE: This is a pre-solicitation announcement is for a design build project to remodel space on the second floor and third floor within federal building located at 10 East Babcock, Bozeman, MT. This project will be designed to ensure climate comfort in all remodel space due to the removal and addition of several walls. In addition to mechanical design it is the contractor's responsibility to ensure the space is code compliant to all applicable building codes to include but not be limited to ABAAS, NFPA 101, IBC, IMC, IFC, etc. The requirement will be a competitive acquisition set aside for Small Businesses. The North American Industrial Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction; the size standard is $36.5 million. The magnitude of construction is estimated between $25,000 and $100,000. A contract will be awarded using the best value/trade-off process. The evaluation factors will be 1) past performance on similar contracts, 2) past experience on similar contracts. When combined, non-price factors are approximately equal to price. The period of performance is estimated at 90 calendar days from issuance of the notice to proceed. The following FAR clauses supporting sustainable buildings will be included in the resulting solicitation/contract: 52.223-2 Affirmative Procurement of Biobased Products under Service and Construction Contracts, 52.223-15 Energy Efficiency in Energy-Consuming Products, 52.223-17 Affirmative Procurement of EPA-Designated Items in Service and Construction Contracts. The following FAR clauses supporting the Buy American Act will be included in the resulting solicitation/contract: 52.225-10 Notice of Buy American Requirement - Construction Materials, 52.225-9 Buy American - Construction Materials. Security clearances will be required for all workers. Construction Wage Rates will apply. To be eligible for award, offerors must be registered with the System for Award Management (SAM) at http://www.sam.gov. Offerors are advised that failure to register in SAM will render your firm ineligible for award. Registration required applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. A solicitation will be issued approximately November 2, 2017. The solicitation will be released electronically on www.fbo.com. Potential offerors will be required to visit the website periodically to check for the solicitation and any amendments or other changes to documents. No other notifications will be sent. Paper copies of this solicitation will not be made available. Proposals documents will be available for download in a Adobe PDF format. Free downloads of Adobe Reader software are available at www.adobe.com The anticipated date when proposals will be due is approximately 28 days after the solicitation is issued. The project award date will be approximately January 2018. A pre-proposal site visit is tentatively scheduled for November 8, 2016 at 9:00 AM Mountain Standard Time.
