AMSTA-AR 1350 DD2345 NGSAR - NDA for Program Picatinny Arsenal Visitor Control NCIC PMSW NDA - For Ammunition Data ***UPDATE to Special Notice on the NGSAR Second Industry Day - Effective November 27, 2017 @0900*** Special Notice Update on the NGSAR Second Industry Day - Special Notice Update on the Next Generation Squad Automatic Rifle (NGSAR): The US Army is making available additional information regarding the ammunition for the Next Generation Squad Automatic Rifle requirements. This information supplements the requirements outlined at the previous Industry Day held at Ft Benning, GA on 25-27 July 2017. The Government intends to present the additional information during a second Industry Day to be held at Picatinny Arsenal, New Jersey. This Second Industry Day will take place on Tuesday and Wednesday, December 12 and 13, 2017. The unclassified presentation will be presented on December 12th beginning at 8:30am and continue to 12:00pm at the Cannon Gates Conference Center 121 Buffington Rd, Picatinny Arsenal, NJ 07806. The one-on-one sessions will be held beginning in the afternoon of December 12th and will continue on Wednesday, December 13th depending on need. One-on-one sessions to be conducted on Wednesday December 13th will begin at 8:30am. The one-on-one sessions will be moved to Bldg. 12, Phipps Road, Picatinny Arsenal, NJ. The Visitor's Center opens at 7:00am with registration at the conference center to begin at 8:00am with the start of the briefing at 9:00am. A short briefing will be presented by the Marine Corp as they are partnering with the Army on this requirement. This Industry Day will be open to foreign companies. Please note: Due to the short timeframe of scheduling this Industry Day, there is not enough time to properly vet foreign nationals (sic.), therefore only US citizens will be allowed to enter and attend this event. The appropriate US citizen appointees of such companies located in the United States who will be able to accept the available information will need to present a DD2345 Military Critical Technical Data Agreement AMSTA-AR 1350, Technical Data Request Questionnaire and also sign a Non-disclosure Agreement (NDA) applicable to the overall NGSAR information and a separate NDA specific to the ammunition information now available for release prior to receiving such information. Only four (4) representatives of each company will be allowed to attend this second Industry Day event. Each attendee is required to complete and return the attached Notification and Authorization to Release Criminal Information for Entry form to be vetted by Security for access to Picatinny Arsenal to attend the event. Due to the amount of time needed to vet each visitor, all forms MUST be submitted no later than close of business Wednesday, December 6th or you will not be allowed entrance to this Industry Day. A complete agenda will be made available by the end of this week. The NGSAR second Industry Day information will be complete technical information and will not present administrative information. The number of company representatives that will be allowed to attend has been changed from 2 to 4. Depending on the weather conditions on both days, it is possible that there could be a delayed opening at Picatinny Arsenal so please check the home page at https://www.pica.army.mil/Picatinny/ for current information. • Please submit all required documentation NO LATER THAN close of business Wednesday, December 6, 2017. Companies may submit a White Paper post Industry Day, not to exceed twenty (20) pages and submitted no later than 16 January 2018. Submission should be made through Barbara Reed, Contract Specialist. Any company that did not attend the first Industry Day and intends to attend this second one will also need to provide a DD2345, AMSTA-AR 1350, and an executed NDA.
