LIM Pathway Furniture REQUEST FOR QUOTES (RFQ) NO: HQ0423-18-R-0012 This is a combined synopsis/solicitation (RFQ) to provide Defense Finance and Accounting Service, Columbus (DFAS-CO) with Steelcase glass privacy walls with privacy film and reconfigure/remove existing six workstations in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is Full and Open. NAICS code for this announcement is 337214 with a small business size standard of 1,000 employees. SOLICITATION CLOSING DATE : All quotes must be received by 10 am (Eastern), Thursday November 30, 2017. Preferred delivery method for submission of your quote is via email : brian.d.beaver2.civ@mail.mil. SCOPE OF WORK: The Contractor shall deliver and install at DFAS-CO, Steelcase floor to ceiling privacy wall glass panels with privacy film; reconfigure existing four workstations, remove two workstations and take to DFAS-CO warehouse (Building 11); and remove all rubbish when completed. Vendor will receive, deliver, and installl during normal business hours M-F 7am -3:30PM; Provide warranty information and parts and service availability; Provide a complete bill of materials; and Abide by all facility entry, occupant, and exit rules. GENERAL REQUIREMENTS : The following features are required of the office being built and furniture reconfiguration: •· Steelcase certified installers required to complete breakdown of six current Steelcase workstations and reassemble four workstations in completed office area. Remaining two workstations will be disassembled and transported/stored in DFAS Warehouse, Building 11. •· Construct Steelcase privacy glass walls with band of 59" privacy film to encompass the reconfigured four workstations at 2C-211 through 2C-218. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. BRAND NAME JUSTIFICATION: Although multiple vendors may be able to perform the required reconfigurations and maintenance, they must also demonstrate the ability to provide Steelcase components since these components must be able to support the reconfiguration of existing Steelcase "Context" systems furniture. These components must conform to and be compatible with our existing furniture in both aesthetics, dimensions, layout design options, and modular construction capability, including electrical requirements. As the specific requirements of future reconfigurations is cun-ently unknown, Steelcase is the only known vendor that can supply the full range of components that may be required to complete these reconfigurations. Therefore, this requirement is limited to vendors with the ability to provide the Steelcase brand of office and workstation components.
