Page 1 of 3 This is not a solicitation announcement. This is a sources sought notice only. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 561621 (size standard $5.5 Million). Responses to this notice will be used by the Government to make appropriate acquisition decisions and are not considered adequate responses to a potential future solicitation announcement. The Michael DeBakey VAMC is seeking sources that can perform the following; 1.1 Contractor shall furnish all labor, tools, and equipment to perform quarterly, semi-annual, annual and biennial inspections, tests, calibrations, and maintenance that are due in the 4th quarter at the Michael E. DeBakey VA Medical Center per the specifications listed below. All work shall be done and documented in accordance with the current National Fire Protection Agency (NFPA) Code requirements. All work shall be conducted by personnel licensed or otherwise qualified per NFPA and local fire codes. 1.2 Quarterly Inspections shall be completed within 7 days after PO award and all other inspections to be completed prior to December 31, 2017. 1.3 Test and inspect fire protection system equipment to include the following. Document all items. Verify that all alarm devices are properly received at the alarm panel. Verify that all trouble signals are properly received at the alarm panel. Check that all fire alarm panels are not obstructed and show no visible sign of damage. Test off-premises emergency services notification transmission equipment and document. Test188 electromechanical releasing devices, 214 heat detectors, 101 maglocks, 1115 detector sensitivity tests, and 781 smoke detectors. Test 214 elevator recall function for elevators in Building 100 (main hospital). This shall be done between the hours of 9 pm and 6 am. Test Fire Pump run, Fire Pump Power fail, Fire Pump power reversal, 2 Low Air Switches, 2 non-monitored valves, of premise communication, low and high tank level alarms, 2 main drain tests, and 5 fire department connections. For main drain tests record the static water supply pressure as indicated on the lower pressure gauge. Open the main drain and allow water flow to stabilize. Record the residual water supply pressure while water is flowing from the main drain as indicated on the lower pressure gauge. Close the main drain (slowly). 2. Documentation Documentation shall list the following: All devices and systems tested along with their locations. Results of testing. For most devices this shall be pass or fail, but for main drain tests, fire pump flow test and some others, the report shall include the results described above under those tests. A detailed summary of deficiencies and recommendations at the end of the report including specific locations of any problems. The inspection date on each page of each report Documentation shall be issued no later than two weeks after each inspection and sent directly to the COR. Reports may be sent electronically to meet this requirement. The VA will provide a list of specific devices to be tested for this quarter. Michael E. DeBakey VA Medical Center reserves the right to withhold payment if reports are not received within two weeks of each inspection and/or upon review they do not meet the requirements of this statement of work. The government intends to award a single contract to purchase the services listed. Responses to this request should include a capability statement, and three (3) customer references to which you have provided similar repairs. Responses should also include company name, address, point of contact phone number and email address. Size of business pursuant to the following questions: (1) is this service available under a federal supply schedule (GSA)? If yes, please provide the contract number. (2) Do you directly provide these services? (3) Is your business large or small? (4) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (5) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (6) Is your firm a certified hub zone firm? (7) Is your firm a woman-owned or operated business? (8) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? Responses to this notice shall be emailed to Bailey Long, email address bailey.long@va.gov. This notice will close and responses are due no later than 11:00 A.M. EDT November 30, 2017, Telephone responses will not be accepted. Responses must be received via e-mail. This notice is to assist the VA in determining sources only. A solicitation is not currently available, if a solicitation is issued it will be announced at a later date.
