- The National Weather Service (NWS) Aviation Weather Center, located administratively within the National Oceanic and Atmospheric Administration’s (NOAA) intends to purchase a software maintenance support agreement. The software support services are provided by The University of Wisconsin System located in Madison, WI. The requested services (see information below) are provided solely by The University of Wisconsin System and the only known qualified source of this service due to the company is the only provider of this software that can produce the enhanced imagery required to support the Aviation Weather Center global forecast operations. If the McIDAS license were to expire, the Aviation Weather Center would no longer have access to any international and polar satellite data from the National Environmental Satellite, Data and Information Services (NESDIS) and would not be able to create global mosaic imagery for international operations and web services. Further the Aviation Weather Center would be able to access any of the legacy GOES-13 and GOES-15 data from its antennas. Not having GOES-15 dates would have a negative impact on domestic operations because forecasters would not satellite data from the West Coast. Therefore if the software is not maintained by the original software manufacturer the Aviation Weather Center global forecast operations will be negatively impacted. The requirements for the items are as follows: Ø Provide SSEC/McIDAS Software Maintenance Support Agreement for the National Weather Service Aviation Weather Center located in Kansas City, MO o Base Period: 1 JAN 18 – 31 DEC 18 o Four (4) 1 year option periods. All items shall be delivered to the U.S. Department of Commerce/NOAA/National Weather Service/Aviation Weather Center/ located at 7220 NW 101 Terrace, Rm 101, Kansas City MO 64153-2371 The Government is not aware of any other vendors that can provide this specialized service while also meeting all of the requirements listed above. <img src="file:///C:/Users/JAMESD~1.MOO/AppData/Local/Temp/msohtmlclip1/01/clip_image002.gif" alt="" width="620" height="2" /> The intended procurement is to provide software maintenance services for the National Weather Service Aviation Weather Center. The Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (The University of Wisconsin System) under the authority of FAR 13.106-1(b)(1)(i). A ll quotes received prior to the close of this notice will be considered by the Government. However, this is not a request for quotes and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to The University of Wisconsin System whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the software maintenance services. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the needed software maintenance services that provides the same form, fit and function as the software maintenance services as specified above. Any responses that provide for software maintenance services other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the required software maintenance services. Offerors may send their quote via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 511210. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
