Description
The Space and Naval Warfare Systems Command (SPAWAR), Multifunctional Information Distribution System (MIDS) International Program Office (IPO), intends to award sole source modifications to contracts N00039-15-D-0042 DLS, LLC (350 Collins Road NE, Cedar Rapids, IA 52498 ) and N00039-15-D-0043 ViaSat, Inc. (6155 El Camino Real, Carlsbad, CA 92009) to retrofit MIDS Low Volume Terminals (LVT)s to a Block Upgrade 2 (BU2) configuration. The authority for other than full and open competition is 10 U.S.C. 2304 (c)(4) and FAR 6.302-4, International Agreement. The Multifunctional Information Distribution System (MIDS) program is multinational program with joint service participation. The Department of Defense (DoD) established the program to design, develop, and deliver low volume, lightweight tactical information system terminals for U.S. Allied Forces and Foreign Military Sales (FMS) customer's fighter aircraft, bombers, helicopters, ships, and ground sites. The MIDSLow Volume Terminal (MIDS-LVT) is an Information Technology/National Security Systems (IT/NSS) that provides Link-16 tactical communication data link, tactical air navigation (TACAN), and voice capability. DLS and ViaSat are the original equipment manufacturers (OEMs) and FMS customers have provided estimated quantities of MIDS LVTs to be retrofitted to BU2 configuration and to provide supporting field retrofit services.
