- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PANMCC-18-P-3173-02 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $32.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-12-01 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Statement of Work. The MICC Joint Base Lewis McChord requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Coordination of 32 events - To include but not limited to the following types: 10 Lunch and Learns; 8 Evenings to Remember; 6 Religious Retreats; 2 Financial Peace; 1 Professional Development Training, 1, JOB; LI 002: Lodging - Each room shall accommodate two adults and two children. "Double Occupancy" Two Queen sized beds or larger. Private bath room, non-smoking rooms only, independently occupant controlled air conditioning and heating units. See PWS for further specifics on lodging., 400, EA; LI 003: Adult Meals - Breakfast, Lunch and Dinner: Breakfast: assorted juice, coffee and tea service, water, milk. Hot and Cold Cereal selection. Hot breakfast food with eggs, a starch (e.g. has browns, pancakes, waffles), breakfast mean (e.g. ham or sausage) Pastry (e.g. muffins and bagels) and fresh fruit selection. Lunch: Hot lunch buffet that has at least one meat option and one vegetarian option. Soup and Salad side. Soft Drinks served, as well as coffee and tea services, water. Dessert and fresh fruit. Dinner: Full Hot Buffet. Must include a meat entree option, and a vegetarian entree option. Side vegetable, side starch and salad. Soft Drinks served, as well as coffee and tea service, water. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Quotes must be submitted per unit price. Multiple awards will not be made; therefore, quotes that cover less than all the items and quantities in this solicitation will be rejected and deemed non-responsive. In order to enhance the efficiency of the procurement process, the Government intends to evaluate only the lowest priced quote to determine if the quote is technically acceptable and whether the vendor has acceptable or neutral past performance. If the lowest priced quote is reasonably priced and technically acceptable and the vendor has acceptable or neutral past performance, the Government intends to make an award to that vendor and no other quote will be evaluated. If the lowest priced offer is not technically acceptable, the vendor does not have acceptable or neutral past performance, or both, then the Government will evaluate the second lowest priced quote for technical acceptability and acceptable or neutral past performance. This method will continue until the lowest priced, technically acceptable quote, by a vendor with acceptable or neutral past performance, is determined. Quotes will be evaluated based on price and technical acceptability. Quoter/Offeror certifies that the product quoted meets or exceeds all minimum requirements as stated in the Request for Quotes. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Although FedBid may notify a vendor as a "Lead" bid in the event of a equal bid prices, FAR 14.408-6(b) supersedes FedBid notification and shall be used to determine the winner as follows: If two or more bidders still remain equally eligible the contracting office shall use FAR 14.408-6(b) to award by drawing by lot limited to those bidders. If time permits, the bidders involved shall be given an opportunity to attend the drawing. The drawing shall be witnessed by at least three person, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing. Drawing will be held by randomly drawing one of the equally sized paper from a appropriate container. For solicitation with multiple CLINs, each individual CLINs shall be priced and submitted on FEDBID. Pricing for multiple CLINS shall not be lumped into one line item. Doing so will place your quote/proposal in the (not to be considered for award) status. CLINs with $0 dollar shall be identified as NO CHARGE.
