Description
The Naval Sea Systems Command intends to enter into a sole source Firm Fixed Price Basic Ordering Agreement (BOA) to procure for spare MT30, MT5S, MT5S-HE+, MT7, 250-KS4, and MT/501 Series Marine Gas Turbine Engines (MGTEs) and associated 501-K34 digital voltage regulators. The procurement shall be fulfilled by Rolls Royce Marine North America (RRMNA) located at 110 Norfolk St., Walpole, MA 02081-1798. The named Gas Turbine Engines are used as the ship service gas turbine generators for the following US Navy ship classes: DDG1000, CG-47, LCS Freedom Variant, and DDG-51. These marine gas turbines are managed using a rotating spares methodology that requires the procurement of spare rotable pool assets, material to support the repair of those assets and modification kits to ensure all assets are interoperable with the various ship configurations fielded. The MT/501 Series MGTE is a modified commercial item designed, developed and exclusively manufactured by Rolls Royce. Firms interested in subcontracting opportunities should contact RRMNA directly. The proposed contract action is for supplies or services for which the Government currently intends to solicit and negotiate with only one source under the authority of FAR 6.302. In accordance with PGI 206.302-1, the Government is actively seeking additional sources. Interested persons should identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources are encouraged to submit a capability statement, proposal, or quotation, within fifteen days (15) after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed BOA and resulting orders based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
