Description
The U.S. Geological Survey, Western Ecological Research Center, Henderson NV intends to issue a non-competitive award to Holohil Systems, Ltd. of Carp, Ontario, Canada. The IDIQ requirement is to purchase and for the refurbishment of Model# RI-2B and Model# PD-2 transmitters. The above company is the only known source that is capable of providing the above mentioned transmitters as the Holohil Systems Ltd Model# RI-2B and Model# PD-2 VHF transmitters have at least five unique features, which are required to meet the Government's minimum needs. (1) They're sufficiently small; the USFWS limits the total weight of equipment attached to tortoises to 5 percent of animal body mass. The low weight (less than or equal to 15g for adults, less than or equal to 3.8g for juveniles) is necessary for attaching transmitters to almost any size of desert tortoises. (2) United States Fish and Wildlife restricts the frequency and length of time researchers may approach study tortoises; the 24-month battery lifespan reduces frequent stressful handling encounters to replace transmitters. (3) The transmitters must have a low profile when attached to a tortoise. Since desert tortoises live in soil and rock burrows, the VHF transmitters needs to sit low enough on a tortoise's shell to prevent interfering with its movement into and out of burrows. Holohil Systems models RI-2B and PD-2 measures 13mm and 7mm in height, respectively, which matches our required dimensions. (4) Holohil Systems programs transmitters to meet regulatory requirements and are specific to the permittee's needs. (5) The durability and water resistance of the transmitters are necessary as tortoises often burrow into caliche caves, under rocks, and are subject to predation and climate extremes; all which can damage transmitters. The North American Industry Classification (NAICS) Code is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, size standards 1,250 employees. The USGS intends to make a non-competitive award to Holohil Systems, Ltd. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1), FAR 13.5, and FAR 16.5. The anticipated contract will be firm fixed price 5-year IDIQ award. A vendor must be registered at http://www.sam.gov to be awarded the contract. Quotation shall only be accepted through electronic mail addressed to nlushenko@usgs.gov. All documents required by this notice must be uploaded and received in their entirety no later than December 8, 2017 at 1700 ET. Quotations submitted by hardcopy or the Fed Connect web portal or Fed Connect Message Center shall not be accepted or considered.
