- Page 1 of 3 In accordance with FAR Part 10, Market Research, this is a sources sought to determine the availability of potential sources/vendors having the skills and capabilities necessary to provide all personnel necessary for the provision of tele ICU intensivists physicians to the Department of Veterans Affairs located at the Baltimore VA Medical Center, Tele-ICU Program Office, 10 N Greene Street, Baltimore, Maryland 21201. All interested contractors are invited to provide information to contribute to this market survey/sources sought including, commercial market information. This sources sought notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources relative to NAICS 621111. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. General Requirements: The Tele-Intensive Care Unit (Tele-ICU) Intensivist Physician, in collaboration with the Tele-ICU Medical Director, Tele-ICU Associate Medical Director, Tele-ICU Nurse Manager, and Tele-ICU Program Support have shared responsibilities for the management of the Physician coverage for Tele-ICU sites. The primary goal is to provide optimal care for patients presenting in intensive care unit (ICU) beds and Emergency Departments (EDs) at remote sites across the continental United States (US) and various US Territories. This requires careful attention to individual medical and surgical problems and efficient management of patient flow, especially during high patient volume periods. It also requires a high degree of certainty regarding adequate Physician staffing that is planned in advance and for contingencies to be in place. The Tele-ICU Physician will be required to coordinate treatment of ICU patients at remote sites through review of patient information available via ICU cameras, microphones, Clinical Information System (CIS) applications, and the Veterans Affairs (VA) Computerized Patient Record System (CPRS). Documentation of competency for Medical Intensive Care Unit (MICU) Cardiac Intensive Care Unit (CICU) and Surgical Intensive Care Unit (SICU) Attending Physician treatment is required for the privileging/credentialing processes. The mission of the Tele-ICU is to care for critically ill Veterans by providing attentive electronic ICU integration and consistent uninterrupted management utilizing state of the art critical care protocols and interventions in conjunction with the bedside clinical team. Affiliated sites benefit from the Tele-ICU through direct access to Intensivists and Critical Care Nurses. This aids in the care of critically ill patients in ICUs and Emergency Departments (EDs). The Tele-ICU has conducted continuous recruitment of intensivists, but is short approximately 1.5 FTE with a potential future need of, up to, 2.0 FTE. This shortage is strained by the demand for services to meet the needs of Veterans, especially those in areas that are rural or medically underserved. The Tele-ICU requires contract Physicians for approximately 5 shifts per week, with each shift being 12 hours in duration (3120 hours annually). The shortage of intensivists has limited physician coverage to less than the desired 24/7/365 intensivist coverage. Average annual contract physician services required is planned for: 5 shifts weekly, 12 hours per shift, for a total of 3,120 hours annually with a potential for up to an additional 1040 hours. The Cincinnati-based Tele-ICU provides remote critical care support and co-management in multiple states and VISNs across VHA. The program co-manages approximately 300 out of 1,800 VA ICU beds (1 out of 5). Offices are located in Cincinnati (OH), Cleveland (OH),the Greater Los Angeles (CA) area, and Baltimore (MD). Contracted physicians will work in the Baltimore (MD) location, and will oversee patient care at multiple sites nation-wide through virtual technologies. Currently affiliated Tele-ICU sites include: Charleston, SC; Columbia, SC; Augusta, GA; Dublin, GA; Atlanta, GA; Birmingham, AL; Montgomery, AL; Cincinnati, OH; Dayton, OH; Chillicothe, OH; Cleveland, OH; and Wilkes Barre; PA, for a total of 214 ICU / ED beds. Expansion is in process for Beckley, WV; Clarksburg, WV; Togus, ME, White River Junction, VT; Ft. Wayne, IN; Muskogee, OK; Mountain Home, TN; and Wilmington, DE. The new total ICU / ED beds receiving Tele-ICU support will be 316. Requested submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 10 pages in length, single spaced, 12 point font minimum.
